Description
Makoto Hikawa is a police officer who becomes the primary operator of the G3 system, a technologically advanced armored suit developed by the Tokyo Metropolitan Police to combat the Unknown. Originally serving in the Kagawa Prefectural Police, he gained recognition as the sole rescuer of passengers from the Akatsuki ferry, a mysterious maritime disaster. Following this, he was recruited into the Special Assault Unit for Unidentified Lifeforms, or SAUL, and assigned to wear the G3 exoskeleton.
Hikawa is earnest, responsible, and deeply committed to protecting innocent lives, often declaring that protecting life needs no justification. Despite his competence in crisis situations, he is noticeably clumsy in everyday tasks and socially awkward, which makes him the subject of good-natured teasing from his allies. He is humble and hardworking, but frequently doubts his own worthiness as the G3 operator, especially when compared to the superhuman abilities of other beings. This insecurity is exacerbated by the machinations of his rival, Toru Hojo, who repeatedly attempts to undermine and replace him.
His primary motivation is to demonstrate that an ordinary human, armed only with technology and determination, can stand as an equal against supernatural threats. He views the mysterious figure Kamen Rider Agito as a symbol of hope and an ally, initially unaware of the Rider’s true identity. Hikawa is the first to suggest that the Unknown are targeting individuals with latent psychic powers, though this theory is often dismissed by his superiors. He also becomes the first person to learn of Mana Misugi’s psychic abilities.
Hikawa works closely with Sumiko Ozawa, the brilliant but sharp-tongued engineer who designed the G3 system. Their relationship evolves from a purely professional technical partnership into one of mutual respect and trust, with Ozawa pushing Hikawa to his limits and eventually acknowledging his perseverance. He also develops a strained but cooperative relationship with Ryō Ashihara, the tormented user of the Gills power, and later allies with other superhuman fighters.
The original G3 suit suffers from power deficiencies and mechanical limitations, forcing Hikawa to rely on his own physical endurance and tactical skill. Midway through the series, he receives an upgraded version, the G3-X, which features enhanced armor, an onboard artificial intelligence that improves combat response, and a more organic feel that allows him to perform better in battle. With the G3-X, he gains access to the GX-05 Cerberus, a multi-mode Gatling gun, as well as the GK-06 Unicorn combat knife and the Guard Acceler electromagnetic baton. Throughout his career, he also uses the GM-01 Scorpion pistol, the GG-02 Salamander grenade launcher, the GS-03 Destroyer high-frequency sword, and the GA-04 Antoures grappling hook, often stored on his Guard Chaser motorcycle.
Hikawa’s character development centers on overcoming his self-doubt and proving that humanity’s courage and ingenuity are sufficient to face overwhelming odds. In the final confrontation, he stands alongside the other Riders against the Overlord of Darkness, embodying the theme that ordinary humans can be heroes.
