Masaru Todo is a supporting character in Kamen Rider BLACK. He is a senior to Kotaro Minami at university and the owner of a sports café and shop called Capitola. When Kotaro and Kyoko Akizuki find themselves targeted by the dark organization Gorgom and in need of a safe place to stay, they turn to Todo for help, and he allows them to live and work at Capitola. Todo provides a stable, ordinary refuge for the main characters, serving as a grounding presence amid the escalating conflict. He is a loyal and dependable friend who offers practical support without direct involvement in Kotaro’s secret battles against Gorgom. Todo does not possess any special abilities or combat skills; his primary contributions come from his hospitality and quiet reliability.
