Description
Dr. Noroi is the true leader of the Government of Darkness, often abbreviated as G.O.D., serving as the main antagonist of Kamen Rider X. Before his turn to villainy, he was a university teacher and a friend of Keitaro Jin, the father of the protagonist Keisuke Jin. In this earlier period of his life, he was a respected colleague of Keitaro at Jouhoku University, making his eventual betrayal deeply personal.

Dr. Noroi is characterized by a mastermind personality, preferring to operate from the shadows while controlling his organization's operations. He demonstrates a willingness to treat his subordinates as expendable assets, showing little regard for their well-being in his quest for power. His ultimate goal is world domination, a plan he pursues as the unseen force behind G.O.D.. He serves as the secret pilot of a colossal robot known as King Dark, which he uses as a figurehead to command the organization while he remains hidden from view. For much of the series, his existence is unknown, and he only reveals himself in the final episode when Kamen Rider X infiltrates the giant robot.

The character's role in the story is that of the ultimate enemy. He is the one issuing commands to G.O.D.'s forces and masterminding the schemes against Kamen Rider X. The most significant irony of his role is his personal connection to the hero's family, as he was once a close associate of Keisuke Jin's father, Keitaro Jin. This relationship establishes a tragic link between the hero and the final villain.

Regarding key relationships, Dr. Noroi's past connection to Keitaro Jin is the most critical, as it provides a backstory that ties him directly to the protagonist. He also commands the G.O.D. kaijin, the organization's monsters, and in the final battle, he summons Scorpion-Geronimo Jr. to fight for him. His relationship with the earlier G.O.D. The character's development is limited due to his late introduction; he appears in person only in the final episode. His narrative arc culminates in a physical confrontation with Kamen Rider X inside King Dark. After being fatally wounded by X's Ridol Whip, which also pierces Scorpion-Geronimo Jr., he chooses to trigger King Dark's self-destruction in a desperate attempt to kill the Rider, perishing in the subsequent explosion.

As for notable abilities, Dr. Noroi is a genius-level scientist and the technological mind behind much of G.O.D.'s advanced weaponry.
