Description
Isaka, also known as the Peacock Undead, is a major antagonist from the early portion of Kamen Rider Blade. He is the human form assumed by the Category Jack of Diamonds Undead, representing the peafowl in the ancient Battle Fight. As a high-level Undead, Isaka possesses the intelligence and power to seamlessly blend into human society, typically appearing in a distinctive black long coat and sunglasses.

In personality, Isaka is冷酷, calculating, and deeply manipulative. He views humans and lower-level Undead as mere tools to be used and discarded in pursuit of his goals. He presents himself as a refined and collected figure, but this masks a ruthless nature and a messianic complex regarding the creation of the ultimate Rider. Isaka is highly arrogant, believing that existing Riders are unnecessary and that only the supreme warrior he intends to create should exist. He is not driven by chaos or simple destruction, but by a scientific and systematic ambition to perfect the Rider System for his own ends. His methods are indirect; he prefers to work through pawns, exploiting psychological weaknesses rather than relying solely on brute force, though he does not hesitate to act directly when his plans are threatened.

Isaka's primary motivation is to create the ultimate Kamen Rider. He becomes fixated on the Rider System technology developed by the BOARD organization. Isaka uses his considerable intellect, along with his ability to perform mind control, to infiltrate and manipulate the scientific community. He places several human researchers under his psychic influence and uses them to develop the third iteration of the Rider System, the Leangle Buckle. However, his ambition is twisted; he sabotages the system, modifying it so that the transformation into Kamen Rider Leangle requires the sealed Ace of Clubs card containing the Spider Undead. This modification causes the user to be possessed by the Spider Undead, making Leangle a puppet under Isaka's indirect control through the malicious Undead spirit.

Isaka's role in the story is that of a puppet master, serving as a significant personal antagonist for Sakuya Tachibana, the user of the Kamen Rider Garren system. Isaka’s key relationships are defined by exploitation. He preys on Sakuya Tachibana, who is crippled by fear following a near-fatal battle. Isaka manipulates Tachibana by offering him a dangerous, ancient seaweed called Schuld Ketsner, falsely claiming it will cure his fear. Instead, the substance heightens Tachibana's aggression and makes him more susceptible to Isaka's influence, turning the Rider into an unwitting agent who helps gather the necessary Rouze Cards for the Leangle project. Isaka also attempts to recruit the Joker, Hajime Aikawa (Kamen Rider Chalice), into his scheme, but this alliance ultimately fails and turns into a hostile rivalry. His relationship with his own pawns is entirely transactional, best exemplified when he personally murders Sayoko Fukasawa, Sakuya Tachibana's concerned girlfriend, after she begins to investigate his treatment of Tachibana and threatens to expose his plans.

Isaka undergoes a clear narrative development from a seemingly untouchable master planner to a cornered beast. For much of his arc, he is confident and in control, orchestrating events from the shadows. However, the murder of Sayoko proves to be a critical miscalculation. Rather than further breaking Tachibana, the act of violence stokes the Rider's rage, allowing him to finally overcome his fear. Tachibana then directly confronts Isaka, who is forced to fight for his own survival. In a final beachside battle, Isaka is defeated and permanently sealed away by Sakuya Tachibana as Kamen Rider Garren, who uses his Burning Divide finisher. This marks the first time a Category Jack Undead is sealed not by the series' primary protagonist, Kamen Rider Blade, but by his associated Rider, Garren.

In terms of abilities, Isaka is exceptionally powerful even without assuming his true monster form. In his human guise, he demonstrates potent telekinetic powers that allow him to levitate and manipulate objects. He can generate and project fireballs as offensive attacks and possesses a powerful mass hypnosis ability, which he uses to build his network of brainwashed human followers and researchers. His true form, the Peacock Undead, is a formidable feathered creature. In this state, he can fire sharpened feathers as projectiles and generate powerful blasts of air, in addition to the fire-based attacks he wields as a human. As an Undead, he also possesses a form of immortality, making him unkillable by conventional means and requiring the specialized sealing mechanism of the Rider System to be defeated. His intellect and his unique understanding of human psychology are arguably his most dangerous tools, allowing him to orchestrate complex plans that nearly succeed in reshaping the balance of power between humans and Undead. He also makes a brief, non-canon appearance in a preview for the film Kamen Rider Blade: Missing Ace.
