Description
President Snake, whose name also appears in some English materials as President Heaby, is a secondary antagonist in the anime film One Piece: Chinjō Shima no Chopper Ōkoku, also known in English as Chopper's Kingdom on the Island of Strange Animals. He is one of the henchmen serving Count Butler, the film's main villain, and works alongside another of the Count's subordinates, General Hotdog. The Count's group comes to Crown Island, a land inhabited by talking animals, in search of the Crowned Treasure Horns, legendary relics said to bestow immense power on whoever consumes them. President Snake participates in the group's efforts to hunt down the island's horned animals, who are believed to hold the key to the treasure, and to claim it for his employer.

As a supporting henchman, President Snake has little individual background. His motivation is tied entirely to carrying out Count Butler's plans, and he has no personal storyline or goal of his own. His personality is likewise presented through his allegiance: he acts as part of the villainous entourage alongside General Hotdog, and the film does not give him a separate or deeper characterization.

In the story, President Snake stands on the side of the human hunters who threaten the animal kingdom of Crown Island. This places him in opposition to the island's animal residents and to the Straw Hat Pirates, who become their defenders after the animals name Tony Tony Chopper their king. His narrative function is that of an obstacle within the Count's larger scheme, and he does not undergo any meaningful change over the course of the film. No distinctive combat ability or special power is shown for him; his place in the antagonist group is what defines his role in the events of the movie.
