Description
Kazuo Tengan is a central figure in the narrative of Danganronpa 3, serving as the former headmaster of Hope's Peak Academy and later the founder and chairman of the Future Foundation, an organization dedicated to rebuilding the world after the Tragedy. As the Director of the Foundation's First Branch, his official responsibility is to provide leadership and decide the consensus for the organization, though much of the active decision-making is deferred to his vice-chair, Kyosuke Munakata.

In terms of appearance, Tengan is an elderly man of notably short stature, standing at 140 centimeters tall. He has silver, upswept hair, a full beard and mustache, and amber eyes behind a pair of glasses. His attire typically consists of a formal jacket with his Future Foundation ID pinned to the lapel, a white dress shirt, a red tie, a black vest, and dark trousers.

On the surface, Tengan presents the persona of a peaceful and good-natured pacifist who laments the necessity of conflict and aims for a world free of strife. He initially appears as a moderating force within the Future Foundation, often clashing ideologically with Munakata's aggressive stance that despair must be annihilated by any means necessary. However, this gentle demeanor is ultimately revealed to be a facade hiding a far more extreme and ruthless nature. It becomes clear that Tengan is a radical extremist who, driven by a twisted interpretation of his own goal, is willing to sacrifice anyone to achieve what he believes is ultimate hope. His motivations stem from a belief that despair cannot be truly destroyed through conventional means. Disillusioned with Munakata's methods, he concocts a grand, horrific plan to force the world into a state of forced hope, using brainwashing technology. This plan was set in motion after he was given a Despair-inducing video by Chisa Yukizome, which brainwashed him into an Ultimate Despair-like state, though he cleverly hid this corruption from his colleagues.

Tengan's role in the story is multifaceted. He is the mastermind behind the Final Killing Game that serves as the central conflict of the Future Arc. He orchestrates the entire scenario, trapping the Future Foundation's leadership in a replica of their headquarters and forcing them to participate in a deadly game with the secret goal of motivating the talented animator Ryota Mitarai. His primary motivation is to push Ryota into broadcasting a Hope Video to the world, which would brainwash all of humanity into a state of perpetual hope, effectively erasing free will and the capacity for despair. Prior to this reveal, his role in the story is that of a seemingly wise and resigned elder who provides counsel to the younger characters, including Makoto Naegi and Kyoko Kirigiri, while secretly manipulating events from the background.

Key relationships define his place in the narrative. His relationship with Kyosuke Munakata is central, as the two former allies become ideological opposites and direct combatants. Tengan deeply disapproves of Munakata's violent methods and ultimately betrays him by orchestrating the killing game. He has a close, if complicated, relationship with Chisa Yukizome, who was not only an agent of despair but also the one who provided him with the brainwashing video that led to his own corruption. His plan hinges entirely on Ryota Mitarai, whose animation talent is the key to creating the Hope Video he intends to use on the world. He also shares a past connection with Jin Kirigiri, the former headmaster of Hope's Peak whom he succeeded, and offers brief, genuine encouragement to a young Hajime Hinata, advising him against the Izuru Kamukura Project.

While he initially appears to be a static character, a wise old man who has grown passive with age, Tengan undergoes a significant development in the eyes of the audience. The revelation that he is the mastermind completely recontextualizes his earlier actions, showing that his apparent passivity was a calculated act. His character arc moves from a symbol of peaceful, established hope to the story's primary antagonist, an agent of despair-driven extremism who believes the ends justify any means. He is willing to kill all his comrades and himself to see his plan succeed, demonstrating a fanaticism that surpasses even Munakata's. His development is not a change of heart but an unveiling of his true, corrupted convictions.

Notably, despite his advanced age and role as a leader, Kazuo Tengan is an exceptionally skilled combatant. His primary weapon is a chuusen, a small submachine gun-like device hidden in his sleeve that can fire a rapid stream of tiny metal darts. He possesses immense physical strength and endurance, having effortlessly knocked out the powerful Juzo Sakakura with a single elbow strike and deflecting a thrown chair with his hand. He demonstrates mastery of a martial art, speculated to be Bajiquan, which relies on powerful, internal techniques. His endurance is remarkable; he continues to fight against Kyosuke Munakata even after being impaled through the abdomen by a piece of rebar, and uses his own severe injury as a weapon to stab his opponent in the eye before finally succumbing to his wounds. Beyond combat, his greatest ability is his strategic cunning, as he successfully masterminded the complex Final Killing Game, deceiving the entire Future Foundation until his final, dying confession.
