Chief Ohtsuka is a central supporting character in the Tetsujin 28-go franchise, appearing across various anime adaptations including the 1963 original, the 1980 series Tetsujin 28-go: The Lion of the Sun, and the 2004 series Tetsujin 28-go. His consistent role is that of the Tokyo police chief, making him a close colleague and partner to the young protagonist, Shotaro Kaneda. In the 1980 adaptation, his full name is given as Shigeru Ohtsuka.

In terms of personality, Chief Ohtsuka is characterized by a warm and enthusiastic nature. He takes his professional duties as a law enforcement officer with great seriousness, but his most defining trait is his deep, paternal care for Shotaro. In many versions, particularly the 2004 series, he acts as a surrogate father figure, having helped raise the boy. This relationship positions him as a trusted adult and protector, contrasting with the brilliant but often distant Professor Shikishima. While Shotaro is likened to a detective with the deductive prowess of Sherlock Holmes, Chief Ohtsuka is frequently cast in the role of Dr. Watson—loyal, courageous, but sometimes serving as comic relief and lacking the same level of deductive reasoning. However, his most significant dynamic is with Shotaro himself, whom he cherishes as if the boy were his own son. While he is generally amiable, his paternal instincts can lead to clear displays of disapproval towards those he sees as a threat or a bad influence on Shotaro, such as the character Kenji Murasame.

While often a source of humor, Chief Ohtsuka is far from incompetent. He is noted to possess notable abilities that become apparent in times of crisis. He is an excellent marksman and a skilled martial artist. In the Lion of the Sun series, he demonstrates great personal bravery by piloting a monster robot himself to buy time for Shotaro to retrieve the remote controller for Tetsujin. This willingness to put himself in harm's way underscores his commitment to his job and to the people he protects.

Across different series, the character shows subtle development, though his core attributes remain stable. In the 2004 series, the paternal aspect of his character is more prominently explored. In the FX series, which takes place later in the timeline, an older Shotaro remembers Chief Ohtsuka in flashbacks, confirming his lasting impact. Furthermore, his family is expanded upon here, as it is established that one of the members of the Kaneda Detective Agency, Shiori Nishina, is his granddaughter.
