Grand Kai is the supreme overseer of the four directional Kais, including the familiar North Kai (King Kai), and serves as the de facto head of the Other World, the afterlife realm where deceased heroic fighters reside. He is depicted as an elderly figure with an unexpected and distinctive sense of style, often seen wearing a traditional formal robe paired with a modern pair of cool sunglasses, reflecting his laid-back and genial personality.

In his role as the leader of the lower Kais, Grand Kai is responsible for maintaining order and entertainment within the Other World, most notably by hosting a martial arts tournament. He is known to be quite formidable, possessing immense power that befits his high rank. However, he has also grown lazy and out of practice over the many centuries he has held his position, leading to a decline in his combat readiness. This relaxed and somewhat rusty nature colors much of his behavior.

Within the story of Fusion Reborn, Grand Kai serves as the catalyst for the main action. He is introduced presiding over the Other World Tournament, observing the final match between Goku and Pikkon. When a mysterious and powerful disturbance emanates from King Yemma's spiritual check-in station, it is Grand Kai who interrupts the fight and formally dispatches both Goku and Pikkon to investigate the source of the trouble. This action directly sets the main plot in motion, as the two warriors leave to confront the newly born monster, Janemba.

His key relationships are primarily with the lesser Kais and the warriors under his jurisdiction. He is the immediate superior to the four directional Kais, including North Kai, who often defers to him. While he is said to be respectful to these lower Kais and their fighters, his relationship with them is also marked by a degree of casual authority. He holds a particular interest in Goku, whose performance in the tournament is so impressive that Grand Kai later offers to personally train him, though he stipulates the training would not begin for another three hundred years, a delay that implies he needs that time to get back into proper shape himself.

As a character, Grand Kai shows no significant development within the events of the film. He remains a static figure of authority, serving more as a quest-giver than a participant in the conflict. His primary motivation appears to be a combination of fulfilling his duty to protect the balance of the Other World and his desire to be entertained by strong fighters in his tournament. After sending Goku and Pikkon away, he recedes from the main action, allowing the younger heroes to resolve the crisis.

Regarding notable abilities, Grand Kai is confirmed to be exceptionally fast, possessing a level of speed that surpasses a base-form Goku from the Cell Games era and can even outpace East Kai's jet-powered motorcycle. While his power is implied to be considerable, he has become rusty, and there is a strong implication that the rules he used to disqualify both Goku and Pikkon from his tournament were a spontaneous invention to cover the fact that they had far outclassed him and he was no longer in fighting shape. His full combat capabilities are never demonstrated, leaving his true potential as a martial artist largely a matter of reputation.
