Description
Dr. Uirō, also known as Dr. Wheelo in some adaptations, is the primary antagonist of the film Dragon Ball Z: The World's Strongest. His name is a pun on uiro, a type of Japanese steamed cake. He is depicted as a brilliant but unethical scientist whose expertise lay in the fields of biotechnology and human modification. Before the events of the film, Dr. Uirō's ultimate ambition was to conquer the world by creating a modified human army. However, his inhumane experiments were seemingly punished by nature when his entire laboratory, along with himself and his assistant, Dr. Kochin, became encased in the eternal ice of the Tsurumai-Tsuburi mountains. His physical body perished, but his assistant was able to save his brain and preserve it within a powerful, scorpion-like robotic shell.

Dr. Uirō is characterized by an obsessive and arrogant nature. Having spent fifty years trapped in what he considers a hideous, metallic prison, he is driven by a singular desire: to obtain a new, powerful body to house his superior brain. This obsession stems from a combination of ambition and deep-seated frustration. He resents his immobile state and wishes to fulfill what he sees as his destiny to become the greatest scientist the world has ever known. Despite his villainous goals, he shows a grudging respect for Master Roshi, acknowledging him as the world's strongest fighter fifty years prior. When his plans are thwarted, his personality shifts from calculated and commanding to enraged and desperate, culminating in a volatile decision to destroy the entire planet when he cannot achieve his primary objective.

In the story, Dr. Kochin gathers the Dragon Balls and wishes for the frozen fortress to be thawed, freeing Dr. Uirō and allowing him to resume his work. His primary motivation becomes the transplantation of his brain into the body of the world's strongest martial artist. Initially, he believes this to be Master Roshi, the champion from the era when his lab was frozen. When his Bio-Warriors easily defeat Roshi, he realizes his information is outdated and sets his sights on the Saiyan, Goku. To achieve this, he sends his forces to capture Goku's friends and uses a mind-control device on Piccolo to turn the Namekian against the Saiyan. His key relationship is with his loyal assistant, Dr. Kochin, who serves him faithfully for decades. Dr. Uirō views Kochin as a useful tool, essential for executing his will but ultimately expendable in the pursuit of his goals. His relationship with the heroes is purely adversarial, viewing them only as obstacles to be eliminated or bodies to be appropriated.

The character shows little in the way of traditional development, remaining fixated on his goal of obtaining a new body throughout the film. His arc concludes when, after a direct physical confrontation with Goku proves inconclusive, he abandons his initial plan and decides to annihilate Earth entirely by firing a massive energy wave from his laboratory's power core. This final, desperate act leads to his destruction when Goku forms a Spirit Bomb and uses it to overpower Dr. Uirō's planetary attack, obliterating his robotic shell and his preserved brain.

Dr. Uirō possesses a number of notable abilities, primarily derived from his large mechanical body. This body is immensely durable, capable of withstanding a combined Kamehameha from Goku, Krillin, and Master Roshi without damage. He can fly without the use of ki, and his two large claws can emit powerful energy blasts. He has a powerful energy shield for defense and can unleash devastating attacks such as the Photon Strike, which releases yellow energy waves, and the Planet Geyser, a massive red energy beam stated to be capable of destroying Earth. His brain, preserved in a glass container in his chest, is the core of his being. According to a movie pamphlet, his power level is 39,000, and guidebooks state his armor can withstand a Kaio-ken x4 attack, though the Spirit Bomb ultimately proves to be more than sufficient to destroy him.
