Description
Fugan is one of twin brothers serving as primary antagonists. He and his twin Mugan survived a harsh orphaned childhood by stealing. Their lives shifted when a restaurant attendant discovered their stolen money and NEXT abilities, threatening them with a gun. Ouroboros operative Nicolai Brahe intervened, offering refuge. Initially placed with other Nemo Children, the twins requested to live solely with Nicolai, who became their adoptive father.

Six months before events in Stern Bild, Ouroboros ordered Nicolai to deploy the twins on a mission against heroes. Nicolai, reluctant due to their youth, persuaded them by framing it as a chance to surpass their idol, the villain L.L. Audun, who defeated 17 heroes. The twins deduced Ouroboros's involvement but agreed to fulfill Nicolai's wishes. They began a campaign to defeat 36 heroes worldwide, starting with 24 outside Stern Bild before targeting the remaining 12 within the city.

Fugan's NEXT ability absorbs any physical or energy-based attack, including punches, gunfire, and even non-offensive barriers. He converts absorbed energy into amplified counterattacks. Light impacts significantly boost his power, escalating his danger during combat. After receiving a power-enhancing drug from Ouroboros scientist Sigourney Rosicky, his absorption capacity increased dramatically. However, this augmentation carried a severe drawback: overuse caused catastrophic physical damage like shattered bones, as his body couldn't withstand the amplified energy.

In Stern Bild, Fugan and Mugan systematically targeted heroes. Early encounters saw them defeat Fire Emblem and Sky High, followed by petrifying Dragon Kid and Origami Cyclone. Later, they infiltrated the heroes' headquarters, overpowering multiple opponents until Blue Rose and Golden Ryan temporarily incapacitated Fugan through coordinated tactics. After receiving Sigourney's drug, they returned and effortlessly defeated Ryan, Blue Rose, and Rock Bison.

The climax occurred at a coliseum-like arena. Fugan absorbed attacks from Wild Tiger and Barnaby Brooks Jr., including their enhanced "Hyper Good Luck Mode" strikes. This led to broken arms, revealing a critical weakness: Fugan could not absorb his own reflected energy. The heroes exploited this by forcing him to redirect his power inward, culminating in his defeat. During the battle, Mugan suffered fatal impalement on debris. Fatally wounded, Fugan and Mugan teleported to Nicolai to bid farewell. Gregory Sunshine, an escaped Ouroboros prisoner, executed all three with gunshots. As Nicolai died, he deactivated his petrification power, freeing the petrified heroes.

Throughout their arc, Fugan and Mugan displayed a complex dynamic motivated by fierce loyalty to Nicolai rather than inherent malice. Their actions stemmed from a desire to protect their adoptive father from Ouroboros's repercussions, and their final moments emphasized their tragic role as victims of the organization's manipulation.
