Description
Inspector Koichi Zenigata is an officer of the International Criminal Police Organization, known as Interpol, who has dedicated his life to the pursuit of the master thief Arsène Lupin III. Standing 181 centimeters tall, he cuts a recognizable figure in his signature khaki trench coat and fedora, often appearing with a stern expression and a strong chin. While a diligent and skilled detective, his decades-long obsession with capturing Lupin has defined his career and personal life, often to the point of neglecting other responsibilities.

The film Lupin the IIIrd: Goemon's Blood Spray presents a notably serious and competent version of Zenigata. This interpretation strips away much of the bumbling or comedic desperation seen in other franchise entries, portraying him instead as a surprisingly cool and effective police officer. His personality is driven by a deep-seated, old-fashioned sense of justice and honor. He is not easily corrupted or swayed by authority, frequently acting against his superiors' orders when he believes it serves the greater good. This unwavering commitment to his duty is balanced by impulsive tendencies, fueled by his intense focus on the chase.

In this story, Zenigata's primary motivation remains the capture of Lupin, but his role expands to investigating a new threat. He traces the footsteps of a legendary mercenary known as the Ghost of Bermuda, also called Hawk, a seemingly superhuman killer who has resurfaced after being presumed dead. His pursuit of this dangerous criminal intertwines with Lupin's gang and the samurai Goemon Ishikawa XIII, who seeks the same man for vengeance. Zenigata's dedication to justice compels him to stop Hawk, showcasing his skill as a detective who can uncover leads and stand against powerful foes.

His key relationship remains with Lupin, though in this darker, grittier film series, it is defined less by overt comedy and more by mutual respect and rivalry. He believes that no one else has the right to kill or capture Lupin, and his entire sense of purpose is tied to the eternal pursuit. While he would also arrest Jigen, Goemon, or Fujiko, his focus is almost entirely on Lupin himself. The film does not explore his personal life outside of this all-consuming chase, a consistent trait of the character across many adaptations.

For Zenigata, there is little development in terms of changing his core nature, but the film itself provides a significant recontextualization of his abilities. Unlike portrayals that lean into his gullibility, this version of Zenigata is allowed to be fully competent. He is a formidable physical force, proficient in judo and karate and capable of dispatching multiple attackers with ease. His most notable ability is the pinpoint throwing of a set of handcuffs attached to a rope, which he uses to snare targets from a distance. He is also a skilled marksman, typically carrying a Colt M1911 pistol as his sidearm. His physical prowess is often depicted as superhuman, driven by his obsessive will to catch his quarry.
