Bailong, whose Japanese name Hakuryu means White Dragon, is a talented forward and a product of the Fifth Sector's elite training program on Sanctuary Island. He serves as a rival to Victor Blade and is recognized as one of the most promising players within the organization's system.

Physically, Bailong is notable for his distinctive two-toned hair, which is predominantly white with a grayish ponytail, and his sharp, dark red eyes. His appearance and bearing are meant to convey an image of purity and excellence, befitting his self-proclaimed status as the perfect player.

In terms of personality, Bailong initially comes across as arrogant and self-assured, proudly declaring himself the top student of Sanctuary Island. He is driven by a powerful ambition to create the "perfect team" and becomes frustrated when he fails to achieve a goal or when someone surpasses him in skill. This frustration is particularly evident in his rivalry with Victor Blade, who quickly rose through the ranks on Sanctuary Island and rejected Bailong's offer to form a perfect team together. Despite this serious and often haughty demeanor, he does have a genuine passion for football and learns to enjoy playing with teammates rather than solely focusing on dominance.

Bailong's background is rooted in the Fifth Sector's system. From a young age, his natural talent for football set him apart from his peers. Seeking to become stronger, he joined the Fifth Sector and was eventually sent to Sanctuary Island, the organization's intensive training ground. There, his abilities allowed him to excel until the arrival of Victor Blade, whose skill rivaled his own. When Victor left the island for a mission at Raimon, Bailong felt rejected and his resentment toward his rival grew, fueling his determination to achieve perfection on his own terms.

Within the story of Inazuma Eleven GO: Kyuukyoku no Kizuna Griffon, Bailong is the captain of the team Eternal Light, which he uses to easily defeat the Raimon team upon their arrival on Sanctuary Island, winning 12-0. He later becomes the captain of Team Zero, a combined squad of the island's best players from the Eternal Light and Ancestral Dark teams. In this ultimate team, he forms a powerful partnership with Tezcat, with the two representing the concepts of light and yang, in contrast to Tezcat's darkness and yin. The match between Team Zero and Raimon ends in a draw, and it is through this intense competition that Bailong begins to see Victor not just as a rival, but as a friend.

His primary and most significant relationship is with Victor Blade. Their history as training partners and rivals on Sanctuary Island forms the core of his character arc. Bailong initially resents Victor for leaving, viewing it as a personal slight and a rejection of their potential partnership. However, their confrontations in the Griffon film gradually break down this animosity, culminating in a handshake and mutual respect after their hard-fought match. In other storylines, such as in the Inazuma Eleven GO: Chrono Stones game, Bailong can become a temporary member of Raimon and achieve a Mixi Max with the historical strategist Zhuge Liang.

Bailong undergoes notable development, shifting from a cold, perfection-obsessed player who views football as a tool for dominance to someone who acknowledges the value of camaraderie and sees his rival as a friend. He can also use techniques such as the dribbling move Sprint Warp and the shoot Dragon Blaster. His signature ability is his spirit, the Holy Beast Shining Dragon, a powerful white dragon that embodies his name and his immense talent. With this spirit, he can perform the special move White Breath and achieve spirit armed. In Team Zero, he and Tezcat can also perform a combined spirit evolution, summoning the paladin Arthur to use the Excalibur technique.
