Description
Dr. Isaac Gilmore is the scientist responsible for the creation of the nine 00 Cyborgs featured in the film. Originally, he worked as a senior researcher for the global terrorist organization Black Ghost, the same group that serves as the primary antagonist of the story. His expertise lies in the field of cybernetics, where he was tasked with turning innocent people into living weapons for the organization's profit. He was not, however, a willing participant in the most unethical aspects of the project. Gilmore experienced a severe moral crisis during the development of the cyborgs, particularly when Black Ghost ignored his professional safety protocols. This incident, which involved installing an inferior and dangerous artificial heart into Cyborg 005 against Gilmore's express warnings, made him realize the organization's complete disregard for human life. Overwhelmed by the guilt of his complicity, he chose to defect. With the secret aid of the infant psychic Cyborg 001, Gilmore orchestrated the escape of all nine cyborgs from Black Ghost's base, faking a confrontation to maintain the element of surprise before fleeing with them.

Following their escape, Dr. Gilmore becomes the group's primary ally, mentor, and surrogate father figure.
