Frédérique, whose civilian name is Haruka Tenou, is a central figure introduced in the Sailor Moon S season and continues her role into Sailor Moon SuperS as one of the Outer Sailor Senshi. As the alter ego of Sailor Uranus, she is known as the Soldier of the Sky and the Soldier of Flight, harnessing powers associated with the wind, the heavens, and the planet Uranus. Born on January 27th, her astrological sign is Aquarius. In her daily life, Haruka is a tall, athletically built teenager with short, windswept light blonde or white hair and striking dark blue eyes. She is a student at the prestigious Mugen Academy and later attends Juuban High School, but a significant portion of her time is devoted to her passion for professional race car driving, a hobby she pursues with exceptional skill and dedication.

Haruka possesses a complex and often contradictory personality that sets her apart from the Inner Senshi. She frequently dresses in masculine clothing and uses the self-referential pronoun boku, leading many, including Usagi, to initially mistake her for a handsome boy. This androgynous presentation is an intrinsic part of her identity, and she carries herself with a cool, confident, and often aloof demeanor. She values freedom and speed above all, making her appear impulsive and restless at times. However, beneath this carefree exterior lies a deeply serious and fiercely dedicated warrior. Haruka is highly competitive, stubborn, and even ruthless when it comes to fulfilling her duties, believing that the mission to protect their princess, Sailor Moon, must take precedence over personal feelings or the lives of a few. She is not afraid to make morally difficult choices or to appear cold and unfeeling if it means achieving the greater good, a stark contrast to Usagi's idealistic hope of saving everyone.

Her primary motivation is the successful completion of her mission as an Outer Senshi. Together with her partner, Sailor Neptune, she is tasked with defending the solar system from external threats that originate beyond their galaxy. Their role is that of a protective barrier, and they are prepared to act independently of the Inner Senshi, whose more localized perspective they sometimes view as naive. The most significant relationship in Haruka's life is with Michiru Kaiou, Sailor Neptune. While Haruka is the brash, physical, and protective force, Michiru is the calm, elegant, and strategic counterbalance. Haruka also has a notable dynamic with Usagi Tsukino, the protagonist. Her development is one of learning that strength is not only about sacrifice and hardness but can also coexist with compassion and trust, moving from solitary resolve to a more integrated, though still fiercely independent, sense of purpose.

As a warrior, Sailor Uranus is one of the most physically powerful and aggressive members of the Sailor Senshi. She excels in hand-to-hand combat and wields the Space Sword, one of three legendary Talismans required to summon the Holy Grail. Her primary offensive attack is World Shaking, where she gathers immense energy from the sky and unleashes it as a devastating shockwave that cracks the ground and tears through her enemies. Using her Space Sword, she can perform the Space Sword Blaster attack, launching a barrage of sharp, blade-like energy projectiles. As Haruka, she also possesses a form of precognition, often receiving psychic dreams or hearing ill omens carried on the wind, which warns her of impending danger. Her costume as Sailor Uranus is dominated by navy blue, with yellow accents, and she wears a single gold hoop earring in her left ear, a detail that becomes two earrings when she achieves her Super form in the final season.
