Description
In the second film, The Fourteenth Target, Detective Ninzaburo Shiratori serves as a capable and loyal officer within the Tokyo Metropolitan Police, working directly under Inspector Juzo Megure. His role in this story is that of a supporting police detective, assisting in the investigation of a series of mysterious attacks on individuals connected to Kogoro Mouri.

Shiratori possesses a serious and professional demeanor appropriate to his position. He comes from a wealthy family and has demonstrated a broad knowledge of architecture and fine wines, though these traits are presented as part of his background rather than defining characteristics within this specific film's narrative. He is observant and follows investigative procedures diligently, such as when he identifies that an arrow used in an attack was fired from a crossbow.

The film highlights Shiratori's role within the police hierarchy, particularly in moments of crisis. When the investigation leads the team to the underwater restaurant Aquacrystal and the situation turns dire, he acts decisively to help an injured Inspector Megure escape from flooding waters, demonstrating loyalty and bravery under pressure.

His most significant moment comes during the climax, when the culprit takes Ran Mouri hostage. Shiratori draws his firearm but finds himself unable to take the shot, his hands shaking with the pressure of the situation. The film notes that his proficiency with a gun is unremarkable, and the tension of potentially hitting the hostage renders him unable to act. This forces Conan Edogawa to take the weapon and fire, grazing Ran's leg to disable her and neutralize her value as a human shield. This scene portrays Shiratori not as an elite action hero but as a professional officer confronting a morally and technically impossible choice, showing his human limitations.

Throughout the film, Shiratori acts as a reliable member of the investigative team alongside Megure and the other officers, providing support without overshadowing the primary protagonists. His past is referenced in a key revelation about the case when he explains to Ran and Conan details about a previous hostage incident involving Kogoro Mouri, Eri Kisaki, and the escaped convict Jo Murakami, information that is central to understanding the pattern of the current attacks.
