She wields a formidable psychic power, "Your Mind Makes It Real," manifesting thoughts and mental projections into physical reality. This ability makes her one of SWE's most potent operatives but also instills significant fear among colleagues and superiors due to its unpredictable nature.

Her duties include field operations against psychics, like the raid at a diner in "Fake -Deception-." She arms herself with standard SWE gear, notably a specialized large-frame taser pistol for non-lethal apprehension, deployed in "Complication, Trigger -Awakening-," and wears a uniform accented with distinctive glow.

A critical turning point arrives when she witnesses SWE Commander Daisuke Honda authorize extreme measures, bombing a psychic research facility and endangering civilians and children. This betrayal, combined with Honda physically assaulting her during a confrontation with the Kirihara and Kuroki brothers at the singularity point of the world's destruction, ignites her defiance. Recognizing the futility of Honda's plan to kill the brothers to stop the cataclysm, she uses her shapeshifting power to impersonate fellow psychic operative Akiko Okuhara. Approaching Honda in this guise, she warns him that eliminating the brothers won't halt the disaster before shooting him in the abdomen, an act leading directly to his incapacitation and death.

Following Honda's demise, Kimie Kobayashi ascends to command the Special Weapons Enforcement unit, marking a substantial shift in the organization's structure and direction.
