Koh Tokugen is an operative of the 108 Dragons, the Chinese mafia syndicate at the heart of the story. He serves as an assistant and ally to Yō Hinomura, the protagonist known as Crying Freeman, and began working with him shortly after Hinomura was kidnapped and brainwashed by the organization to become its primary assassin. Tokugen operates as a supporting agent and enforcer, carrying out missions alongside Freeman. When yakuza attackers target Emu Hino, Freeman's love, Tokugen aids in killing the assailants and helps take Emu to the hospital. Later, after Freeman and Emu marry and are named the heirs to the 108 Dragons, Tokugen joins Freeman in investigating a traitor within the organization, traveling to Macau to follow leads and suspecting the involvement of the Camorra Organization in Bai Ya Shan's rebellion. Tokugen is a capable fighter and displays strong investigative instincts. His actions consistently reflect his dedication to the 108 Dragons and a deep, pragmatic loyalty to Freeman, making him a steadfast presence during the most dangerous conflicts of the narrative.
