Description
Julian is a young street child living in the fictional city of Meridiana. He appears to be an orphan, as he is seen living on his own with no family and fends for himself on the streets. His living arrangements include sleeping in an abandoned theater before later taking up residence on a small boat tied to the city harbor.

Julian is forced into a life of pickpocketing against his will, working under the control of a handler named Orlando. Despite his circumstances, he is portrayed as a boy who does not truly want to steal. This internal conflict is shown when he struggles with his conscience at the opportunity to take a lost wallet and ultimately chooses to do the right thing by returning it to its owner. He demonstrates courage and a strong sense of loyalty, which becomes especially evident when he risks his own safety to help Cybersix during her dangerous fights, attempting to assist her even when he is clearly outmatched.

Julian's primary role in the story is that of a surrogate younger brother to the protagonist Cybersix. He serves as the emotional catalyst for a significant reunion in the series. When Cybersix, in her male disguise as Adrian Seidelman, catches Julian stealing her wallet, she does not turn him in. Instead, she shows him compassion, an act that reminds her of her own lonely existence and her deceased brother, Cyber-29. Feeling immense guilt for her inability to save Cyber-29, Cybersix sees in Julian a chance for redemption, determined to save him from a life of crime. This protective instinct evolves over time, with their relationship shifting from that of surrogate siblings to something resembling a surrogate mother and son, as Cybersix becomes increasingly focused on keeping Julian out of harm's way during her missions.

Key relationships define Julian's character. His most significant connection is with Cybersix, whom he regards as a best friend and is forever grateful to for saving his life. He is one of the few people who knows her true identity as a vigilante. Julian also has a connection with Data 7, a black panther who is actually Cybersix's reincarnated brother. Cybersix often sends Data 7 to watch over Julian and ensure he does not get into trouble. He is also menaced by José, the villainous clone-son of the mad scientist Doctor Von Reichter, who takes over the criminal network that controls Julian.

Throughout the series, Julian shows clear development from a reluctant pickpocket to an active, helpful ally. A pivotal moment occurs when, after Cybersix shows him kindness, he begins making honest choices on his own, such as returning a wallet to a woman and her young daughter. His gratitude and bravery lead him to continually put himself at risk to help Cybersix, refusing to stay on the sidelines even when told to do so. In the final confrontation, he is devastated when he witnesses an explosion and instinctively believes that Cybersix may have been killed.

As a child living on the streets, Julian has no supernatural abilities or special combat training. His primary attributes are his resourcefulness, agility, and knowledge of the city's back alleys and hideouts, which he uses to evade pursuers and to navigate his environment. His courage and loyalty are his most notable traits, driving him to take bold actions such as swinging from the rafters of a theater to kick a attacking panther off of Cybersix.
