Dr. Kyudai Garaki, operating under aliases like Daruma Ujiko and Dr. Tsubasa, serves as a central figure within the series' antagonist forces. Born roughly 120 years ago, he possessed the longevity Quirk Life Force but concealed it, publicly presenting himself as Quirkless during his youth. He dedicated himself to medicine and biological Quirk research.
Approximately seventy years ago, Garaki developed the "Quirk Singularity Doomsday Theory," forecasting uncontrollable Quirk power escalation across generations. Scientific rejection led to his ostracization. He subsequently met All For One, who embraced his work. In gratitude, Garaki duplicated his Life Force Quirk, granting the original to All For One and keeping the copy, extending both their lifespans significantly.
As chairman of Jaku General Hospital, Garaki established numerous orphanages, care homes, and private clinics. These institutions masked unethical research operations for Quirk data collection from patients and orphans. One orphan, "Experiment Number 6," became a crucial subject due to his agnosia, labeled a "blank slate" by All For One. Garaki also oversaw Tenko Shimura's development after All For One bestowed him with the Decay Quirk—a destructive reverse-engineered version of the Overhaul Quirk. He supplied Tenko with his family's severed hands, aiding his transformation into Tomura Shigaraki.
Using the alias "Dr. Tsubasa," Garaki diagnosed Izuku Midoriya as Quirkless, shattering his heroic aspirations. This alias linked to his winged grandson, a childhood bully of Midoriya later transformed into the Winged Nomu deployed during the Hero Killer Arc. Garaki's most notorious creations are the Nomu—bio-engineered beings crafted from corpses and implanted with multiple Quirks. Key examples include Kurogiri, made from Oboro Shirakumo's reanimated corpse, and High-End Nomu like Hood.
Garaki played a vital role in sustaining All For One after his near-fatal battle with All Might, utilizing medical expertise and a stolen Hyper Regeneration Quirk for restoration. He later directed the "Villain Factory," employing the Trigger drug to create Instant Villains, refined into Next-Level Villains. His research advanced to replicating Quirk-Destroying Bullets without Eri, reverse-engineering the serum to isolate Rewind's effects.
During the U.S.J. Arc, Garaki provided Tomura with the first Nomu to kill All Might, though it failed. He later supplied three Nomu for the Hosu City attack. Initially doubting Tomura's capability to succeed All For One, Garaki demanded proof of worthiness. After Tomura defeated the Meta Liberation Army, Garaki facilitated his transformation, modifying his body to withstand the All For One Quirk and transferring the original version to him.
Personality-wise, Garaki alternates between a benevolent public facade and a deranged, devoted follower of All For One. He exhibits pride in his Nomu, calling them "children," yet shows cowardice when directly threatened. Despite his unethical actions, he displays genuine care for All For One and the Nomu, apologizing to prematurely released High-Ends during the Paranormal Liberation War. His capture by Pro Heroes ended his direct involvement, though his creations—including Shigaraki's enhanced form and stockpiled Quirks—continued influencing the conflict.
