Description
Doctor Moreau, originally a renowned physiologist, was expelled from the academy after a mutilated dog escaped his laboratory in a scandal. He then joined the Catholic Church's Chasseurs to research vampires. Over time, he grew obsessed with vampire superiority, convinced the Babel Incident triggered evolutionary advancement. This obsession drove him to conduct unethical experiments transforming humans into vampires, aspiring to become one himself.

His appearance features a bald head, small dark mustache, large build, and short stature. He typically wears a light pink lab coat over a black shirt and pants, brown leather boots, black goggles with red lenses, a yellow-pink checkered scarf, and a distinctive brown steampunk-style leather glove equipped with gauges and meters on his left arm.

Personality-wise, he maintains an eerie cheerfulness devoid of morality, showing little understanding or concern for the negative consequences of his actions. He views living beings solely as experimental subjects, dehumanizing them by assigning numbers instead of names. Despite inflicting pain on others, he exhibits extreme cowardice, fleeing from physical threats to avoid personal harm.

His experiments specialized in vivisection and dissection, utilizing extensive knowledge of human and vampire anatomy. He kidnapped children rescued by the Chasseurs, including Vanitas (designated No. 69) and Mikhail (No. 71), subjecting them to torturous procedures. He held Vanitas captive under threat that escape would trigger another child's abduction. Moreau injected both children with the blood of the Vampire of the Blue Moon, transforming them into pseudo-kin to harness the power of the two Books of Vanitas. A final experiment aimed to forcibly link them to the books, which would have destroyed their minds. The laboratory was destroyed when the Vampire of the Blue Moon intervened, rescuing the children and reclaiming the books.

Following the laboratory's destruction, the Church discovered Moreau's unauthorized experiments and exiled him, nearly killing him in the process. He survived and established contact with Charlatan, a shadowy organization that provided full research support, including protection from authorities. With their aid, he returned to a hidden laboratory within the catacombs beneath the Chasseurs' base. There, he developed "reinforced humans"—enhanced individuals devoid of apparent souls who obeyed his commands. These creations facilitated the kidnapping of curse-bearing vampires for experimentation. His methods involved extracting anatomical specimens from these vampires before they disintegrated into ash, often resulting in their deaths.

When Vanitas and Noé infiltrated his laboratory, Moreau expressed apparent delight at reuniting with Vanitas, whom he still viewed as a test subject. He openly discussed his aspirations, including his desire to become a vampire, and revealed sponsorship by an unnamed "exalted personage" linked to Charlatan. He showcased preserved vampire eyeballs as trophies and casually admitted to killing most captured curse-bearers. His interaction with Vanitas included a request to remove his eyes for study and an embrace concealing manipulative intent. When threatened for information about his sponsor, he refused and attempted to dissect Noé. The confrontation was interrupted by Monsieur Spider of Charlatan, who destroyed the compromised laboratory and escaped with Moreau, leaving the group to battle a surviving curse-bearer.

His relationships are defined by exploitation: Vanitas is valued solely as a test subject, with Moreau feigning affection as manipulation. Mikhail endured severe trauma from the experiments. Charlatan's support was transactional, leveraging his research for their own goals.
