Devil King Zenon is a towering and formidable demon who serves as the demon host of the fallen angel Satan and acts as the grand general of the demon armies in the anime. As a main antagonist, Zenon is a fierce and brutal leader, embodying the violent and cruel nature common to most demons. His worldview is strictly hierarchical, valuing strength and combat prowess above all else, respecting only the mightiest beings and welcoming any demon powerful enough to join his ranks.

Physically, Zenon presents a terrifying visage based on classical depictions of Lucifer. He is a giant, bestial humanoid covered in thick black fur, with massive, bat-like purple wings extending under his arms. His most striking feature is his three heads: a left head resembling a blonde-haired skull, a central bestial head with large horns and three eyes, and a right head with feminine features, long green hair, and large yellow eyes. Adding to his monstrous form, a large mouth lined with sharp teeth sits on his chest.

Within the story, Zenon commands the demon forces in their conflict against humanity and the Devilmen. He is one of the few demons who openly questions Satan's motives, particularly his seemingly inexplicable affection for the human Akira Fudo, the titular Devilman. Despite his loyalty as Satan's subordinate, Zenon is opportunistic and willing to act independently when he perceives weakness. He notably commands his troops to attack the apartment where Satan is residing, demonstrating a clear intention to overthrow his master. Furthermore, he disregards orders from his ally Psycho Jenny, showing his willingness to take matters into his own hands.

Zenon's primary drive is the supremacy of the demon race and the extermination of humanity. He resents human life and sees the demons as the rightful rulers of the world. His personal goal is to reawaken the legendary demon Amon, who resides within Akira Fudo, believing that Amon’s return would greatly benefit the demon cause. This fixation leads him into direct, personal combat with Akira. His opportunistic nature is further displayed when, after a nuclear attack on the demons is neutralized by divine intervention, he orchestrates Satan's return to the battlefield, all while harboring his own rebellious agenda.

Zenon shares a complex relationship with Satan. While he serves as the acting leader of the demon tribe in Satan's stead, his respect is conditional and he plots a rebellion against his master. His relationship with Akira Fudo is one of pure antagonism; he sees Akira not as an enemy, but as a vessel from which to extract the demon Amon. In battle, he does not simply try to kill Akira, but instead urges the dormant Amon to take control. Key relationships also include his subordinates, such as the demons Sirene and Kaim, whom he sends to fight on his behalf.

Throughout the series, Zenon demonstrates significant development through his shift from a seemingly loyal general to an open schemer against Satan. He begins as a commanding presence, summoning his demon forces in their human hosts to hunt down threats. He later confronts Akira with his entire army, easily overwhelming him before being called off. This restraint only fuels his personal ambition, leading him to plot the destruction of Satan and pursue a final, decisive battle with Akira. In this climactic fight, Zenon proves his immense power by tearing off both of Devilman's wings, but he is ultimately defeated when Akira's counterattack severs his upper and lower body, leading to his death.

As a grand general of the demon armies, Zenon possesses several notable abilities that make him a formidable opponent. His three separate heads are not just for show, as he controls what is effectively three bodies in one, giving him a unique advantage in combat. He is capable of flight using his massive, bat-like wings. In battle, Zenon demonstrates immense physical strength, capable of overwhelming Devilman in their initial encounters[a]. He also possesses the ability to project his image telepathically on a global scale to declare war on humanity, and can communicate with and command his demon forces from a distance.
