Natsume Souseki is a writer and the former mentor of Yukichi Fukuzawa and Ougai Mori. He is a highly influential figure in Yokohama, respected by both the Armed Detective Agency and the Port Mafia. He played a central role in shaping the city’s power structure, helping Fukuzawa establish the Armed Detective Agency while also approving of the Port Mafia’s continued existence as part of a broader plan to maintain balance. This plan, often referred to as the Three Part Concept, involves cooperation among the agency, the mafia, and the government to keep peace in Yokohama.
