The Count of Saint-Germi is a powerful and enigmatic noble within the Orte Empire, holding the distinction of being the oldest living Drifter in the new world. His origins are tied directly to the empire's founding, as he was the first member of the aristocracy to ally with Adolf Hitler fifty years before the main events of the story, a partnership that was essential for establishing Orte. As a reward for his crucial role, Saint-Germi was granted immense privilege, owning approximately a quarter of the empire's land and enjoying the freedom to act without criticism from his peers. Despite his advanced age, he possesses the appearance of an androgynous, youthful man with sharp blue eyes, stylized blonde hair, and a penchant for heavy makeup and flamboyant, purple-based attire, leading his own subordinates to refer to him as a princess.

Saint-Germi's personality is defined by a cold, calculating, and thoroughly pragmatic intelligence. He is cunning and maintains a cool head, even during dramatic moments, but his most defining trait is his absolute lack of true loyalty. He is a man who stands by the strongest party in any given situation and is highly prone to betrayal, as he operates on pure self-interest and cold calculation rather than any sense of conscience, passion, or inherited duty. This is not born of malice but of a worldview that prioritizes strategic advantage and survival; he is someone who sets his purpose after the calculation is complete, unlike a figure like Oda Nobunaga who calculates to achieve a pre-existing dream. While he may betray without hesitation, he is also capable of genuine acknowledgment of others' abilities, as seen when he compliments Adolf Hitler on building the empire or shows a moment of surprise and respect upon discovering that a seemingly delirious old man is the legendary general Hannibal.

His primary motivation is self-preservation and aligning himself with the inevitable victor. He is not loyal to the Orte Empire, having foreseen its imminent collapse due to endless wars, and does not hesitate to sell it out to other Drifters. Seeing the empire as hopeless, he approaches the Drifters led by Shimazu Toyohisa and offers to hand over Orte to them at a bargain price, a transaction that is accepted. In the story, this act of betrayal positions him as a key figure in the subsequent uprising and the fall of the empire. After joining the Drifters' allied forces, he takes on a crucial role as a strategist and administrator, handling the post-war reconstruction and managing the confiscation of noble assets, essentially serving as the brains of the alliance alongside Oda Nobunaga, who focuses more on military affairs.

His key relationships are built on utility and rivalry. His most significant historical alliance was with Adolf Hitler, though he quickly abandoned the empire Hitler built when it no longer served his interests. On the opposing side, he views Grigori Rasputin, a member of the Ends serving the Black King, as a direct political rival, with the two sharing a history of clashing for power. Within the Drifter camp, he forges a working relationship with Oda Nobunaga, who astutely describes him as a person one can trust even while knowing he will betray you. This is because his predictability in acting on calculation makes him reliable in a strategic sense. He also has two androgynous aides named Alester and Flame, who are based on the historical figures Aleister Crowley and Nicholas Flamel and act as his constant companions and bodyguards.

As the story progresses, Saint-Germi shows little traditional development in terms of changing his nature, but his role evolves from a powerful, neutral noble to a committed member of the Drifter faction. Once his calculations place him with the Drifters, he commits fully to their cause, not out of newfound loyalty, but because it is the winning side in the conflict against the Ends. He utilizes his immense resources, personally arming a unit of five hundred soldiers (consisting of 250 male-female couples) with newly mass-produced matchlock rifles to join the final battle for the capital. His deep knowledge of both Drifters and Ends, likely due to hailing from a later time period on Earth, makes him an invaluable source of information about the various historical figures who have been transported. He demonstrates this by recognizing Yoichi from the Genpei War on sight.

Count Saint-Germi possesses several notable abilities that make him a formidable asset. His primary power is his immense intellect; he is a master strategist and a thoroughly calculating individual capable of playing the long game in complex political and military landscapes. He is also an alchemist, described as the last alchemist of mankind, a skill set that is crucial for his ability to directly produce the detonators needed for advanced weaponry and to find the correct mixing ratios for various ingredients. It is through his knowledge of alchemy and practical application that he oversaw the mass production of matchlock firearms, granting his forces a decisive technological edge.
