Description
Hiroko Katsuki is the mother of figure skater Yuuri Katsuki and his older sister Mari. Together with her husband Toshiya, she runs the family business, Yu-topia Katsuki, which is the last remaining hot springs resort in the city of Hasetsu.

As the inn's proprietress, she is consistently presented as a warm and friendly person who embodies the spirit of Japanese hospitality, always caring for her guests and making them feel at home. Her personality is marked by an unflappable and positive demeanor, as she rarely appears troubled or anxious about anything. This steady warmth is a cornerstone of her character.

Hiroko’s primary role in the story is that of a quietly supportive mother. She is immensely proud of her son Yuuri and greets him with great enthusiasm when he returns to Hasetsu after five years away. While she may not have a deep technical knowledge of figure skating, her support for his career is unwavering. Her motivation is rooted in the well-being of her family, and her main contribution to the plot is providing an emotional anchor for Yuuri and a welcoming home base. A notable example of her abilities is her skill in the kitchen; she is famous for her homemade katsudon, a pork cutlet rice bowl that proves to be a favorite of Yuuri and his coach, Victor Nikiforov.

Hiroko has several key relationships that further define her. She has a close and long-standing friendship with Minako Okukawa, Yuuri's ballet teacher and a former professional dancer. The two have known each other since their school days, with Hiroko being the younger of the two and calling Minako "-senpai" as a sign of respect. Within her family, she is a stable and loving presence, working alongside her husband Toshiya and her daughter Mari to keep the inn running smoothly. While she does not undergo a dramatic character arc of her own, her consistent kindness and understanding help create the environment that allows Yuuri to recover his confidence and grow as a skater. Her development is subtle, seen in her continued, steadfast support of her son as he navigates the pressures of an international competitive season.
