Kate Takenomiya serves as the president of the official Aboveground Student Council at Hachimitsu Academy and stands as the primary rival to Mari Kurihara, the leader of the Underground Student Council. Her character is defined by her physical presence and cunning intellect. She is a slightly short and slim young woman with striking scarlet-orange hair styled into two distinctive drill-shaped curls, which have become her most recognizable feature. She has green eyes with long, curlicue-like eyelashes and thin eyebrows, and is generally considered beautiful by other characters. Kate typically wears the standard female school uniform but notably goes completely barefoot, choosing to wear no stockings or socks.

At her core, Kate is a ruthlessly manipulative, shrewd, and ambitious individual who operates to gain advantages at the expense of others. She exhibits a cruel and sadistic nature, employing psychological tactics to intimidate and manipulate those who cross her path, making her a very dangerous enemy. Her antagonistic role is so significant that she is effectively the final boss of the narrative, orchestrating most of the malicious schemes attributed to her council. Despite these sinister qualities, her character is not without complexity, as she demonstrates indomitable effort and a strong work ethic regarding any task she sets for herself. Kate also shows genuine kindness and loyalty to those she considers friends, most notably her devoted vice-president and best friend from middle school, Risa Bettou.

The foundation of Kate's motivations and personality lies in her long history with Mari Kurihara and Meiko Shiraki, which dates back to their time in middle school. During that period, Kate was known for her intelligence, leadership, and talent in Aikido. However, she used to cruelly bully Meiko, giving her demeaning nicknames related to her large chest. This behavior continued until Mari transferred to the school and encouraged Meiko to stand up for herself. When Meiko finally fought back, she nearly beat Kate, only being stopped by Mari. This incident caused Kate immense public embarrassment and humiliation, leading her to develop a deep-seated grudge against Mari that fuels her actions throughout the series.

This bitterness is rooted in a serious inferiority complex and intense jealousy, as Kate feels Mari surpassed her in every possible area, including academics, physical ability, and leadership. Her hatred festers into a deep, sexually charged obsession with her rival. This is manifested in her perverse habits, such as stealing Mari's underwear and showing visible excitement when watching compromising situations involving Mari. Her obsession is so profound that Mari is able to physically seduce her, leading to a sexual encounter that becomes a pivotal point in their conflict. Despite this, Kate's outward demeanor remains that of a proud and vengeful antagonist, unable to let go of her desire to defeat Mari and the Underground Student Council.

Within the story, Kate seizes the opportunity created by the Underground Student Council’s loss of authority to take control. With the approval of the school chairman, she has the senior members of the Underground Student Council incarcerated in the school's prison block, which she uses to advance her own council's influence and seize their office. She engages in elaborate smear campaigns to ruin Mari's reputation, even befriending Hana Midorikawa to act as a spy and saboteur from within. Her schemes include imprisoning the male student Kiyoshi Fujino, spreading rumors about Mari and her sister, and obtaining blackmail material in the form of a video showing Mari and Kiyoshi in a compromising situation. These plots culminate in a high-stakes cavalry battle during the school's sports festival, where the loser would be forced to disband their student council.

Throughout the story, Kate demonstrates several notable abilities that make her a formidable opponent. Her primary weapon is her strategic genius, as she is highly skilled at formulating elaborate plans to outmaneuver her rivals and gain leverage over them. She also has a natural charisma and commanding presence that allows her to lead the Aboveground Student Council with a loyal team of followers. From her childhood, she is a capable practitioner of Aikido, giving her the physical skills to defend herself when necessary. These abilities, combined with her relentless determination, establish her as a major power within the school's hierarchy. Over the course of the narrative, her intense focus remains on Mari, driving a complex dynamic of hatred, obsession, and rivalry that does not see a simple resolution.
