Description
Masafumi Shinoda is a high-ranking figure within the organization known as Border, serving as the director of its headquarters and the commander of the organization's defense corps. He holds the title of General Manager and is widely recognized as the most powerful individual at headquarters when using a standard, non-Black Trigger setup. His combat ability is considered so formidable that for defensive operations he is viewed as the equivalent of a full unit on his own.

In terms of background, Shinoda is a 33-year-old man with a tall stature. He has chin-length black hair that takes on a purple tint in the anime, along with thin black eyes and tear-through lines under his eyes that give him a somewhat older appearance. In civilian clothes, he typically wears a dark greyish-blue suit with a white stripe, and when deploying his trion body, he dons a black trenchcoat and trousers. He was a student of the deceased former Border agent Yūgo Kuga, placing him in the same generation as Takumi Rindō.

Personality wise, Shinoda is foremost a person dedicated to the safety of innocent people. He is willing to go to great lengths to protect civilians, but notably unlike many other Border members, he does not harbor hatred for Neighbors, the beings from other worlds. This mindset led him to stand against the proposal made by Commander Masamune Kido to kill Yūma Kuga, the son of Yūgo, in order to take his Black Trigger, calling such an act theft. Despite his serious responsibilities, Shinoda also possesses a mischievous side. Kido has referred to him as a mischievous brat, and according to official materials, his youthful antics included accidentally slicing Kido's car in half during blade practice, trying to run across a river and alerting the police, and exiting a building through a second-floor window only to re-enter through a third-floor window.

As a leader, Shinoda leads his own faction within Border, known as the Shinoda Faction, which exists in contrast to the more aggressive Kido Faction. He is known to be a calm and capable commander who makes decisions with the organization's overall mission in mind. His relationship with Kido is strained, marked by a direct and confrontational dynamic. When Kido sent assassins after Yūma, Shinoda issued a clear threat that he would personally face the Kido Faction if they tried again.

His motivations are driven by a sense of justice and protection rather than vengeance. He supports the idea of coexistence and is willing to challenge even his superiors if he deems their actions unethical. This is reflected in his efforts to protect Yūma and in his overall approach to dealing with the Neighbor threat.

Shinoda's abilities are closely tied to his exceptional skill with normal triggers. He is consistently cited as the strongest user of standard triggers at Border headquarters, surpassing even top agents like Kei Tachikawa. The specific set of triggers he uses is not fully detailed, but he is known to employ a Kogetsu and has been noted for his speed and precision in combat. His experience as a former student of Yūgo Kuga likely contributed to his high level of proficiency.

Within the story, Shinoda occupies a pivotal role as a high-level decision maker and a moderating force. He is responsible for overseeing defense operations and managing Border's overall strategy. While not a main protagonist, his actions have significant consequences, particularly in the early conflict over Yūma's Black Trigger. His stance helps to prevent a violent resolution and allows Yūma to remain a free agent. Over the course of the narrative, Shinoda continues to operate as a steady hand behind the scenes, maintaining the balance between different factions within Border and providing support for the defense of Earth. His development is subtle, marked by a consistent adherence to his principles of protecting life and seeking peaceful solutions, even as the scale of the Neighbor threat grows.
