Description
Isami Touma is an A-Rank agent belonging to the Fuyushima Unit, widely recognized as the number one sniper in the Border defense organization. He also holds the distinction of being the fourth-ranked overall solo fighter, a testament to his exceptional combat prowess despite occasionally goofing off during training sessions. His standing is such that his unit, composed of only two fighters, is ranked A-Rank number two and is considered powerful enough to confront an enemy wielding a Black Trigger.

Physically, Touma is a tall individual with black hair that is slicked back to form a small pompadour. His personality is a mix of traits; he can be quite arrogant, often downplaying those he deems weak, as seen when he mocked the number two sniper, Toru Narasaka, for his tactical thinking. This arrogance is rooted in a deep-seated pride as a sniper, leading him to refuse taking a shot if he is not confident it will hit its mark. Despite this, he is also portrayed as friendly and capable of recognizing and respecting a strong enemy. He has a playful and carefree attitude, liking to set personal goals and even create additional difficulties for himself in their pursuit. He also enjoys taking naps, eating bananas and ramen, and has an affinity for cats.

In terms of abilities, Touma’s skill set is formidable. He possesses a familiarity with Sniper Triggers so profound that he can accurately predict the trajectory of a bullet fired by someone else. His proficiency in stealth combat is remarkable; during a joint sniper practice, he eliminated all his intended targets in just a few minutes without being hit a single time. He has demonstrated incredible marksmanship, such as scoring a headshot on the sniper Chika Amatori from 645 meters away while she was jumping out of a window. His combat experience also allows him to predict the destination of an enemy using a Teleporter trigger and shoot them the instant they reappear. From a strategic standpoint, he has shown a keen analytical eye, quickly grasping the mechanics of complex tactics like Tamakoma Second's wire strategy. His official parameters, as listed in the Border Briefing File, include a Skill score of 13 and Range of 10, contributing to a total combat parameter score of 53.

Touma’s trigger loadout reflects his specialization. His sole offensive trigger is the Egret, a standard sniper rifle with which he has scored the most points in all of Border. He complements this with the Bagworm trigger, an optional piece of equipment that conceals his position from enemy radar, which is crucial for his stealth-focused style. Like all agents, he also has the standard Radar trigger.

Touma’s role in the story evolves over time. He initially serves as a minor antagonist during the Black Trigger Retrieval arc, actively working to retrieve a powerful Black Trigger from the protagonist Yuma Kuga. He participates in the fighting against Tamakoma Branch, where he successfully snipes a member of Arashiyama Squad before being ambushed and forced to bail out. During the Large-Scale Invasion arc, he falls asleep at the start but later joins the battle against the Neighbor invaders, using his precise shooting to fire through minuscule gaps in an enemy’s defenses. He later becomes more of a supporting character, often seen eating with junior agents or acting as a commentator for rank battles. He also serves as an examiner for the Away Mission test, using his experience to judge the skills of B-Rank agents.

He maintains a number of significant relationships. Although he and Narasaka are rivals for the top sniper spot and have differing philosophies, there is an underlying mutual respect between them, with Narasaka acknowledging Touma's unique skill. He takes younger snipers under his wing, acting as an informal mentor to Izuho Natsume after her cat lands on his head, giving her sniper tips. He also befriends and helps train the talented sniper Chika Amatori. He seems to be on good terms with Yuzuru Ema, though Ema dislikes when Touma claims to be his mentor.

Throughout the series, Touma shows development in his relationships, particularly with the protagonists. Despite his initial opposition to Yuma, he later eats with him and is listed by Yuma as someone he gets along with and would want on an away mission. His interactions with younger characters, moving from arrogant senior to a playful but effective teacher, also demonstrate a more nuanced side of his personality beyond his initial arrogance.
