Count Zap, known as Count Elec in the original Japanese version, is a character from the anime MegaMan NT Warrior whose real name is Jack Electel. He serves as the operator of the electric-based NetNavi, ElecMan.EXE, and is introduced as a member of the villainous organization World Three. Unlike his more sinister counterpart in the video games, the anime version of Count Zap is depicted as a cheerful, hyperactive, and eccentric individual who is a passionate fan of rock and roll music. He frequently uses electrical puns, describing things as "shocking," and is inseparable from his electric guitar, a family heirloom that he often plays.

His background reveals a complex personal life tied to his wealthy family, the Zap family from Kingland. He has a strained relationship with his older brother, Gauss Magnus, and his niece, Tesla Magnets, but a rivalry primarily exists between the brothers, who hold a mutual grudge against one another. Count Zap's romantic history is equally dramatic; he fell in love with Ann Electel due to her natural ability to manipulate electricity and famously crashed her arranged wedding to marry her himself. However, their marriage soured when it became apparent that Ann was a frivolous spender who depleted much of his retirement fund, leading to a strained relationship where he often seems to fear her. He is also noted for having the most family members shown in the series, including his mother, who appears in a later episode after her death through a digital will based on her memories.

Initially, Count Zap is a genuine antagonist who follows the orders of Dr. Wily, engaging in schemes such as crashing trains, committing high-tech thefts, and attempting to steal superprograms. He even participates in the N1 Grand Prix tournament as a competitor. Over time, his motivations shift from grand villainy to a more laid-back approach. He does not take his work as seriously as his World Three colleagues, and after the fall of World Three, he largely abandons his life of crime, eventually becoming a friend and occasional ally to the protagonist Lan Hikari and his allies. He works alongside his former comrades at a curry shop opened by a fellow World Three member, marking his transition into a more neutral or supportive character.

His key relationships are central to his development. His rivalry with his brother Gauss often escalates into conflicts that affect the wider plot, such as during the retrieval of a chip containing Dr. Wily's data. Later in the series, in Rockman EXE Beast+, he is confronted by his wife Ann, who forcibly takes custody of ElecMan from him, demonstrating his ongoing family struggles. His development follows a path from a bombastic and featured enemy to a recurring comic relief character who, despite his flaws and chaotic energy, proves his loyalty to his friends and steps away from his criminal past.

In terms of notable abilities, Count Zap is a skilled NetOp who commands ElecMan.EXE in battle. ElecMan possesses powerful electricity-based attacks capable of disabling security systems and overpowering other NetNavis. Count Zap also demonstrates a proficiency with technology and strategies involving electricity. Outside of NetBattling, his most defining trait is his musical talent on the electric guitar, which he plays with great enthusiasm. He is often seen wearing a distinctive suit with yellow glowing linings and buttons, matching his energetic and electrifying persona.
