Atena, also known as Athena Areios or Athena Alaeus in various adaptations, is a primary political leader of the utopian city-state Olympus. She holds the position of Prime Minister in the 2004 film adaptation and serves as the sole Administrator in later installments such as Appleseed: Ex Machina. Her character is defined by her identity as a first-generation Bioroid, a genetically engineered artificial human. Unlike later generations of Bioroids, who are designed with suppressed emotional capabilities, Atena possesses a full range of human emotions. This distinction is a closely guarded secret, as it grants her greater personal freedom and political acumen but also makes her a potential target in a society wary of Bioroid influence.

Atena's background is deeply intertwined with the history of Olympus itself. She was created with the direct involvement of Dr. Gilliam Knute, the brilliant scientist responsible for developing the Bioroids and the mother of the series protagonist, Deunan Knute. Following Dr. Knutes death, Atena maintained a connection to her legacy and took a personal interest in the well-being of the young Deunan, acting as a caretaker. However, when Deunans father took her away to be trained as a soldier, Atena lost track of her. This personal history fuels one of her central motivations: locating Deunan, not only for the sake of her former charge but also because Deunan unknowingly possesses the key to the Appleseed, the lost data that would restart the Bioroid reproductive cycle, which is essential to prevent their eventual extinction.

In her role as the political leader of Olympus, Atenas primary motivation is the survival and stability of humanity as a whole. She is a pragmatist who prioritizes the greater good above all else, refusing to compromise on any policy that would endanger global stability. While the supercomputer Gaia holds official governance authority, Atena wields immense influence, often mediating conflicts between the three main factions of Olympus: natural-born humans, Bioroids, and cyborgs. She must also contend with the watchful eyes of the Council of Seven Elders and distrustful military leaders like General Uranus, the Supreme Commander of the Olympus Regular Army, who harbors deep suspicions about Bioroids.

Key relationships define her actions and political maneuvers. Her bond with Dr. Gilliam Knute establishes her as a figure of respect for scientific legacy and personal loyalty. Her relationship with Deunan Knute is complex, blending a genuine, almost maternal protectiveness with a political imperative to recover the Appleseed data. She orchestrates events from behind the scenes, such as ensuring Deunan is rescued and recruited into the elite ESWAT unit, to keep her close and safe while serving Olympuss interests. Throughout the series, she is consistently supported by Nike, a second-generation Bioroid who serves as her loyal and efficient Chief of Staff.

Atena demonstrates notable development across the different Appleseed narratives. While her core personality remains consistent, her political authority grows. The 2004 film shows her as Prime Minister, whereas later stories elevate her to the position of sole Administrator of Olympus. She is also portrayed as a master strategist capable of making difficult ethical decisions. In some manga storylines, she even orchestrates a counter-mutiny against the Elder Council when they propose forcibly modifying human behavior.
