Movie
Description
Kiichi Goto serves as the captain of Section 2 Division 2 within the Mobile Police force. He was born in the Taito Ward of Tokyo and is a graduate of political science, having worked as a regular police officer and in public security before assuming his command position. On the surface, Goto presents a demeanor that is relaxed, apathetic, and somewhat lackadaisical, often appearing as an unconcerned middle manager. He is frequently seen smoking heavily and keeps beer in his office refrigerator, and he also has a noted habit of wearing traditional Japanese wooden sandals around the barracks due to a case of athlete's foot.

Beneath this unassuming exterior lies an extremely sharp, capable, and politically astute officer, a duality that has earned him the nickname Razor Goto within the police force. His strategic awareness is highly acute, and he possesses a subtle and manipulative nature, often staying several steps ahead of unfolding events long before others become aware of the situation. Goto operates with a philosophy of laissez-faire, meaning he prefers neither giving orders nor enforcing them; instead, he skillfully uses planning and persuasive talk to guide the behavior of those around him. He has a noted sadistic streak, as he quietly enjoys watching his subordinates carry out investigative work that he has already solved, finding amusement in their suffering and fruitless efforts, a trait his team finds particularly vexing.

His primary motivation is rooted in a personal sense of justice, and despite his manipulative and sometimes villainous methods, this underlying principle is why he is trusted by close colleagues like Shinobu Nagumo, who may disapprove of his tactics but respects his integrity. In contrast, his unorthodox approach and refusal to conform have made him disliked by the upper echelons of the police hierarchy, who reportedly assigned him to the eccentric and troublesome Section 2 Division 2 specifically to keep him from causing political trouble elsewhere.

In the narrative of Patlabor: The Movie, Goto’s role is to manage his squad of unique and idiosyncratic pilots and officers, navigating both the political negotiations with his superiors and the real-world threats posed by advanced technology. He maintains a key relationship with Shinobu Nagumo, for whom he harbors a seemingly unrequited romantic interest. Despite his lazy front, Goto demonstrates significant development by consistently proving that his seemingly negligent attitude is in fact a calculated strategy to allow his team the freedom to operate effectively while he quietly orchestrates events from the background. His notable abilities include not only tactical genius and political manipulation but also a profound ability to read people and situations, allowing him to resolve crises without ever appearing to break his calm, laissez-faire composure.
