Description
Noa Izumi is the main protagonist of the first Patlabor film, serving as the forward pilot of the AV-98 Ingram Unit 1, which she has affectionately named Alphonse. She was born in Tomakomai, Hokkaido, on December 17, 1978, and her family runs a liquor store, which accounts for her high alcohol tolerance and ability to recover from hangovers quickly. After graduating from high school, she joined the Tokyo Metropolitan Police and was assigned to the Special Vehicles Section 2, Division 2.

Noa has a cheerful, outgoing, and sociable personality. She is energetic and often impulsive, though not to the extreme degree of her colleague Ota. She possesses a strong sense of justice and is willing to take on dangerous missions when ordered by Captain Goto. At the same time, she is a pacifist at heart who prefers to minimize the use of force, dislikes firing her weapon, and is protective of her labor. However, she can display belligerence when the situation demands it. Her deep affection for her Ingram, which she treats almost like a pet, is a defining trait; the name Alphonse was previously used for a childhood pet dog and cat. This attachment sometimes causes her to behave in ways that are less than professional, such as avoiding melee combat for fear of damaging the machine or becoming overly upset at the prospect of a replacement.

In the story of Patlabor: The Movie, Noa serves as the lead pilot for Division 2 as they confront the crisis caused by the HOS virus. The malfunctioning labors threaten Tokyo, and the team is sent to destroy the Babylon Project's Ark structure. Noa plays a critical role: during the final confrontation, when the prototype AV-X0 Type Zero falls under the virus's control, she climbs out of her damaged Ingram and uses a shotgun to destroy the system's S-RAM chip, disabling the rogue labor and enabling the mission's success. Her piloting skill is high, marked by precise and intuitive control, but she admits to being less proficient in marksmanship compared to Ota and has a blind spot for software systems.

Her key relationship is with her partner, Asuma Shinohara, who rides in the same Ingram as the commander and often serves as her foil. They share a close, professional bond that borders on personal, though she does not seem to consciously recognize it as romantic. Another important figure is Captain Kiichi Goto, who trusts her abilities and often entrusts her with critical tasks. She also interacts with other squad members such as the hot-tempered Ota Isao and the mild-mannered Shige Shiba, who maintains the Ingram.

Throughout the film, Noa's character shows some development: she must overcome her reluctance to damage or lose Alphonse and make the difficult choice to act as a professional police officer rather than a labor enthusiast. This theme of maturing from a simple mecha lover into a capable and decisive officer is reinforced in later installments, but even in the first film she demonstrates the courage to sacrifice her beloved machine to stop a greater threat. Her natural affinity for piloting and her quick thinking in high-pressure scenarios mark her as one of the most talented members of Division 2.
