TV Special
Description
Outlook III is a nobleman of the Goa Kingdom, a walled territory on Dawn Island, and he appears as a supporting figure in the One Piece Episode of Sabo television special, which recounts Sabo's childhood and his bond with his sworn brothers. He is the husband of Didit, the biological father of Sabo, and later the adoptive father of Sterry. Within the flashback narrative centered on Sabo's past, he acts as the principal opposing figure to his son's desire for freedom.

He is a middle-aged man with long black hair, a thin mustache, and a double chin. Like his son, he wears a top hat, though his own is decorated with feathers, a flower, and a chain-like band. He dresses in a formal suit with a flower on each lapel, an ascot tie beneath the jacket, and overall an appearance that reflects his high social standing.

Outlook III was raised inside the closed, privileged world of the Goa Kingdom, where the royal family and nobles live safely behind high walls while looking down on everyone else. He has no interest in the wider world and values only aristocratic status and family honor. He believes that a child's natural duty is to obey the parents who gave them life, and he treats Sabo not as a person with his own wishes but as a means of advancing the family's position. He is self-centered and arrogant, fawning toward those of higher rank while acting harshly toward those beneath him, and he shows contempt for anyone who is not a noble or a member of the royal family. In this way he embodies the attitudes of the people of High Town, the elevated district of the kingdom.

His central motivation is the prosperity and reputation of his house. When Sabo runs away from home to live freely with Monkey D. Luffy and Portgas D. Ace, Outlook III hires the Bluejam Pirates to seize Sabo and force him back, an act that breaks apart the three brothers. He gives no consideration to Sabo's feelings in the matter. After Sabo is returned to High Town, Outlook III further reveals his view of his son as replaceable by adopting Sterry, a boy who can serve as an heir in case Sabo fails or dies. Years later, when he spots Sabo running through the streets of the kingdom alongside Luffy and Ace, he calls out to his son, but Sabo ignores him and continues on his way. In the anime adaptation of Sabo's story, when Sabo steals a small boat to sail away and begin his life as a pirate, Outlook III and his wife witness his departure in surprise.

His relationship with Sabo is cold and controlling, defined by expectation rather than affection. His relationship with Sterry is practical and conditional, since Sterry is adopted as a substitute heir. He employs the Bluejam Pirates as hired muscle, showing that his authority rests on wealth and influence rather than personal strength.

Over the course of the story, Outlook III does not change in any meaningful way. He remains committed to the same values that drive Sabo away, and his role serves largely to contrast his obsession with status against Sabo's longing for freedom and brotherhood. He has no notable fighting abilities or special powers; his influence comes entirely from his noble rank, his money, and the people he can hire to act on his behalf.
