Issei Matsukawa is a third-year student at Aoba Johsai High School, where he plays as a middle blocker for the boys' volleyball team and wears the jersey number 2. He is a member of class 3-1. Born on March 1, Matsukawa stands at 187.9 cm tall and weighs 73.8 kg, making him the tallest among the third-year players on his team. He has short, wavy black hair, thick eyebrows, and a distinctive mouth often described as duck-like or pointed, with a pronounced upper lip. One of his most notable physical traits is his mature-looking face, which makes him appear older than his actual age, a feature that bothers him at times.

Despite his intimidating height and serious expression on the court, Matsukawa possesses a calm, level-headed, and easygoing personality. He is good-natured and enjoys joking around with his friends, often participating in teasing teammates or making witty, dry remarks. Even when faced with personal worries, such as being told that his school uniform does not suit him, he maintains a good sense of humor about himself. Following his time at Aoba Johsai High School, Matsukawa moves on from volleyball and begins working at a funeral company in Miyagi Prefecture.
