Description
Inspector Koichi Zenigata is a dedicated Interpol agent whose life’s work centers on the pursuit of the master thief Lupin III. Hailing from Japan, Zenigata originally served with the Tokyo Metropolitan Police Department before transferring to Interpol specifically for the purpose of conducting an international manhunt for his quarry. His background as a descendant of the legendary fictional detective Heiji Zenigata informs his strong sense of justice and his unique methods.

Zenigata is a man of steadfast principles and relentless drive. His personality is defined by an obsessive dedication to capturing Lupin, a mission that often borders on the comedic due to its desperate and all-consuming nature. Despite his frequent comical frustrations, he is a highly capable and respected officer. He possesses a strong, old-fashioned sense of honor, is notoriously resistant to corruption, and often finds himself in conflict with his own superiors, who do not share his single-minded focus. He is also a surprisingly emotional figure, known to weep openly at moments of relief or grief, particularly when he believes Lupin has been killed. In his personal habits, he is disorganized and neglectful of his own well-being, with living spaces that are often cluttered and messy due to his constant travel.

The inspector’s primary motivation is the arrest of Lupin III. This goal has become the central purpose of his existence, superseding all other professional responsibilities and personal matters. He is not driven by a desire for personal glory but by a deep-seated conviction that it is his duty to bring the thief to justice. Paradoxically, his obsession means he is never truly pleased when he succeeds in capturing Lupin, as the thrill of the chase is what gives his life meaning; prolonged periods of Lupin’s incarceration or apparent death lead Zenigata into a profound state of depression or aimlessness. Creator Monkey Punch has described their dynamic as a human version of Tom and Jerry, a chase without a definitive end where they must ultimately end as equals.

In the story, Zenigata serves as the primary adversary and foil to Lupin III. His role is to constantly thwart the thief’s plans, yet he frequently finds himself in a more complex position. Despite their official enmity, a deep, unspoken mutual respect exists between the two. Zenigata is fiercely possessive of his quarry and will actively prevent other law enforcement agencies or criminals from killing or capturing Lupin, insisting that only he has the right to do so. This respect often leads to temporary, uneasy alliances where Zenigata and Lupin work together to defeat a greater threat, such as exposing a common enemy. Lupin, in turn, often refers to Zenigata by the affectionate nickname "Pops," has been known to rescue him from life-threatening danger, and will seek revenge if the inspector is seriously harmed. For Zenigata, the constant presence of Lupin provides the motivation that drives his entire life; he is famous for his declaration, "Whenever Lupin III is, Zenigata will be there".

Physically, Zenigata is a muscular and sturdy man of average height, instantly recognizable by his signature trench coat and fedora. He is a remarkably skilled combatant, demonstrating proficiency in judo and karate, and is capable of incapacitating multiple opponents with ease. He is also an expert marksman, typically carrying a Colt.45 pistol. His most distinctive ability is his skill with handcuffs, which he throws like a bola to ensnare targets from a distance, a modern adaptation of his ancestor’s coin-throwing technique. His obsessive focus on Lupin grants him seemingly superhuman levels of endurance and subconscious physical prowess, allowing him to perform acrobatic feats during chases or even recover from severe injuries upon hearing the thief’s name. A notable example of his competence can be seen in the film Lupin III: Dead or Alive, where he nonchalantly defeats a group of soldiers without even rising from his dinner table.
