OVA
Description
In the Macross 7 Encore OVA, the character referred to as Chloe is more precisely named Chlore. She serves as the primary antagonist in the first of the three OVA episodes, which is titled Fleet of the Strongest Women. Chlore is a formidable warrior from the Meltrandi, a race of giant female clones descended from the same protoculture origins as the Zentradi. Before her encounter with the Macross 7 fleet, she was an ace pilot of significant renown, and her combat record is said to have rivaled that of Milia Fallyna Jenius, one of the most celebrated pilots in the Macross universe and a key figure from the original Super Dimension Fortress Macross series.
Chlore's personality is initially defined by her militant and uncompromising nature. As an uncultured Meltrandi, she has no knowledge of or interest in human customs, emotions, or culture. She views micronized humans, those who have been reduced from giant size, as inferior beings and is hostile to any notion of peaceful negotiation. When the Macross 7 fleet encounters her rogue fleet, she leads her forces in a fierce assault, proving powerful enough to temporarily disable Sound Force, the tactical sound unit, by destroying their sound boosters. Her motivations are straightforward in a military sense: she commands her fleet in a heated battle, successfully penetrating the defensive lines of the Macross 7 migration fleet.
Her role in the story is that of a classic Macross antagonist who must be reached and understood through the power of song. After a direct assault fails, an attempt to create a cultural shock is made. Captain Maximilian Jenius and his wife, Milia Fallyna Jenius, try to negotiate and introduce concepts of love, marriage, and family, mirroring the very cultural forces that ended the original Space War. However, this effort backfires, and the Jenius couple is taken hostage. Chlore's forces remain unyielding until the pilot and singer Basara Nekki takes a different approach. He uses a massive speaker pod to broadcast his song Totsugeki Love Heart directly into her fleet. Initially, Chlore and her warriors react with what appears to be outrage, but it is soon revealed that they have been profoundly moved by Basara's music. Instead of fighting, the entire Meltrandi fleet chases after Basara in a frenzy of admiration, rather than hostility.
Key relationships primarily involve her adversarial interactions with the Macross 7 leadership. She is established as a historical rival of Milia Fallyna, which adds a personal layer to the conflict, as two former aces from opposing sides face each other once again. Her most significant dynamic, however, is the one she develops with Basara Nekki. Although she begins by confronting him as an enemy, his passionate and insistent singing bypasses her militant conditioning, leading to her fleet being culturally shaken and effectively pacified by the end of the episode. Her notable abilities are purely military in nature; she is an extraordinarily skilled and aggressive Meltrandi ace pilot, capable of going toe-to-toe with the best pilots in the Macross 7 fleet and leading her forces in powerful tactical assaults.
