Hinoto appears as a frail young girl, yet her actual age is measured in centuries, estimated to be around seven hundred and sixty years old. Her name corresponds to the fourth character of the Chinese calendar, and she is associated with the Papess, the second arcanum of the Tarot. Despite her childlike appearance, she is an adult woman whose physical form bears the heavy cost of her supernatural gifts: she is blind, deaf, mute, and unable to walk.
Hinoto possesses the profound ability of a Dreamseer, or yumemi, allowing her to witness the future within her dreams. Her prophecies have never been wrong, a power so valuable that she resides beneath the Japanese national Diet building, where she advises government leaders and officials. This role establishes her as the leader and guiding force for the Dragons of Heaven, the group of seven seals tasked with protecting Tokyo from a prophesied apocalypse in 1999. To communicate, she relies solely on telepathy, projecting her thoughts to those around her. She can also summon shikigami, spiritual guardians that appear as scrolls or daggers, to carry out her will.
