Description
Luna Gilliam is a secondary character introduced in the 1990 animated film City Hunter: Bay City Wars. She is the daughter of General Gilliam, the former dictator of the Central American nation known as the Costello Republic. Luna is a highly skilled computer specialist who plays a pivotal role in her father's plan for revenge against the United States, which recently deposed him. Unlike her father, Luna is not driven by a desire for vengeance; rather, she is a reluctant participant in his scheme, trapped by a sense of familial obligation. Her expertise with advanced computer systems makes her essential to the plot to seize control of a supercomputer located beneath a newly opened hotel on a man-made island in Tokyo Bay. Using this computer, her father intends to hack into the Pentagon's network and turn America's own missiles against its cities. Luna's personality is defined by her quiet, introverted nature and her obvious discomfort with the violence her father orchestrates. She is not a fighter or a commanding presence; instead, she appears vulnerable and conflicted, caught between her loyalty to her father and her inherent morality. Her key relationship is with her domineering father, who uses her skills for his destructive purposes. Her interaction with the film's protagonists begins when Ryo Saeba and Umibozu pursue her to the island stronghold, believing her to be a willing accomplice. However, as the story unfolds, her role shifts from antagonist to a victim of circumstance who needs rescue. The main characters, particularly Kaori and Miki, eventually recognize her desperation and internal conflict. Luna does not undergo a dramatic personality change within the film's short runtime, but her development lies in her realization that she must break free from her father's control. She makes a crucial decision when she uses her computer skills not for her father's plan, but to aid the heroes in stopping it. This choice marks her growth from a passive, obedient daughter to an active force for good. In terms of abilities, Luna's primary strength is her expertise as a computer specialist, capable of operating and subverting complex military and governmental systems. She has no notable combat skills or physical prowess, distinguishing her from the action-oriented sweepers. Her key contribution to the story is her technical knowledge, which is both the means of the villain's scheme and the instrument of its undoing.
