Clancy Kanuka is a fictional character from the Patlabor anime franchise, specifically known as a member of the Tokyo Metropolitan Police's Special Vehicles Division 2. Born in Oahu, Hawaii, she holds dual Japanese-American heritage. Kanuka is an officer on loan from the New York Police Department, sent to Tokyo for a tenure of approximately six months. Her primary goal in transferring to the division is to gain practical field experience with patrol labors, which she intends to use to help establish and lead a similar unit for the NYPD back in New York. Her background is marked by notable tragedy and achievement; her parents died in an accident when she was young, leaving her to be raised by her grandmother, Rei Clancy. Academically, she is distinguished as a top graduate of the New York Police Academy and, during her service in a special investigations unit, she completed a master's degree in electronic engineering as an auditing student at the Massachusetts Institute of Technology.

In terms of personality, Kanuka initially presents a facade of being a cool, professional, and by-the-book officer. This strict adherence to regulations often puts her at odds with the unconventional and sometimes reckless tactics favored by the other members of Division 2, leading to frequent frustration. Despite her composed exterior, she possesses a hidden hot-headed and aggressive side, especially in high-pressure situations, which includes a willingness to disregard rules when she deems it necessary, such as when she commandeered a riot gun without permission. Beneath her tough and icy veneer, there are hints of a warm-hearted young woman, though this side of her is rarely seen by her colleagues. Her perfectionism and competence make her excellent at working solo, but she can be easily irritated by those she considers less dedicated.

Throughout her assignment with Division 2, Kanuka is specifically assigned as the backup officer for the often reckless pilot Isao Ota, a role she uses to keep him out of trouble. While she works with the entire unit, she forms a notable friendship with the main pilot Noa Izumi, and the distance between them closes significantly after they bond over missing loved ones during a drinking party. Her most important personal relationship is with her grandmother, Rei, whom she loves dearly and visits whenever she returns to Hawaii. Her professional demeanor makes her seem distant from others like Asuma Shinohara, but she earns the respect of Ota, who obeys her orders more readily than his previous backups.

Kanuka's role in the story is that of a highly competent outsider whose presence highlights the quirky nature of Division 2. She serves as a foil to the more emotionally driven Noa and the aggressive Ota, often representing logical and tactical thinking. After her initial six-month training period concludes, she returns to New York, leaving behind a rather unflattering review of the team. However, her departure is not permanent, as she makes a dramatic return to assist Division 2 during the crisis of the first Patlabor movie, and again in subsequent television series episodes to help confront the advanced labor known as the Gryphon. Upon returning to New York, her position in Division 2 is taken over by the officer Takeo Kumagami.

Kanuka undergoes subtle but noticeable development over the course of the series. She begins as a rigid, by-the-book officer who is easily frustrated by the unorthodox methods of Division 2. Over time, her cool demeanor gives way to show more of her underlying passion and loyalty. She develops a genuine respect and friendship for her teammates, notably Noa Izumi, and ultimately becomes a more integrated member of the team, even if she still operates with a high degree of independence. Her development is also personal, as she reconciles her duty with her grief over her grandfather, a B-29 bomber captain who was killed in the Korean War, and her strong familial bond with her grandmother.

Kanuka is depicted as an exceptionally gifted individual with a vast array of abilities. She is an expert pilot of patrol labors, with skills that are arguably superior to her peers. Her martial arts proficiency is high, holding a fourth-degree black belt in Judo and a third-degree black belt in Aikido, and she is also a certified instructor in the Urasenke school of tea ceremony. She is an expert marksman, often carrying a Colt M1911A1 pistol, and is skilled in the use and disposal of explosives. Linguistically, she is fluent in English, Japanese, German, French, Dutch, and Mandarin Chinese. Her overall competence is so vast that she is considered by some to be a "real phenomenon" and a near-perfect officer, a trait that was noted as a point of contention by series director Mamoru Oshii, who felt she lacked negativity. In one notable feat, she single-handedly foiled a hijacking attempt on a passenger flight while returning to New York, despite being unarmed.
