Capitana Shinobu Nagumo is a career police officer of high standing within the Tokyo Metropolitan Police, holding the rank of Inspector and serving as the captain of Special Vehicles Section 2, Division 1. Born in the Seito district of Setagaya Ward in Tokyo, she comes from a wealthy, traditional family, living in a large mansion with her mother. Nagumo is recognized as one of the most talented women in the police force, having been a standout cadet at the prestigious Tsuge Institute, a technical research institution crucial to the development of the police's Labor corps. Her early promise was derailed by a scandal involving an affair with her instructor, Yukihito Tsuge, an event that forced her from a path toward a senior position in the Public Security Bureau and resulted in her assignment to the secondary post of commanding Division 1 of SV2.
