Description
Fuyuka Liqueur is Katsumi Liqueur's mother, with her maiden name being Hadzuki. She is married to Gigelf Liqueur, a powerful sorcerer of European origin, while Fuyuka herself is Japanese. Before her involvement in the world of magic, she worked as a television reporter. She is also established to be a powerful sorceress in her own right.

In the story of the motion picture, Fuyuka is a protective and self-sacrificing figure. Her primary motivation is the safety of her daughter, Katsumi. She is the one who originally placed a seal on her daughter's latent and considerable magical powers in order to hide her from the extra-dimensional creatures known as Lucifer Hawks. At the start of the film, she is portrayed as ill and dying, largely due to the immense effort required to maintain the seal on Katsumi's abilities over the years.

Despite her deteriorating condition, Fuyuka takes decisive action. When a powerful Lucifer Hawk threatens her daughter, she travels to the construction site of the Tokyo Orbital Elevator. There, she performs a powerful and dangerous blood magic ritual. The goals of this ritual are threefold: to use her own life force to draw the Lucifer Hawks away from Katsumi, to finally break the seal on Katsumi's powers, and to banish the creature. The ritual succeeds in its objectives, but it ultimately costs Fuyuka her life. Her death in 2024 is the direct catalyst that spurs a grieving and traumatized Katsumi to eventually join the Attacked Mystification Police, or AMP.

Fuyuka maintains a significant relationship with Rally Cheyenne, the future chief of the AMP, as she is noted to be an old friend of Rally's. Her legacy is a central component of the film's plot, as the Lucifer Hawk she seemingly banished in her final act returns four years later, forcing Katsumi to finally confront her mother's sacrifice and embrace her own powers.
