Description
The character known as Domino, also referred to by the code names 009 and the Black Tulip, is an elite officer within the Team Rocket organization. Her true name and background remain entirely unknown, and she appears only in the animated special Mewtwo Returns. As an agent of the highest rank, Domino operates as a spy and takes her orders directly from Giovanni, the leader of Team Rocket, with whom she maintains a close professional relationship.

Domino possesses a complex and often unpleasant personality. On the surface, she is capable of acting cheerful and bubbly, which allows her to maintain a convincing cover during infiltration missions. However, this facade hides a true nature that is vain, quick-tempered, and supremely confident in her own abilities. She displays a cruel and ruthless streak, often looking down on others and treating those she considers inferior with open contempt. This is particularly evident in her interactions with the Team Rocket trio of Jessie, James, and Meowth, whom she views as an embarrassment to the organization. Upon revealing her true allegiance, she immediately humiliates them and puts them to work as janitors. Despite her arrogance, Domino has her limits. She is shown to be pragmatic, attempting to dissuade Giovanni from torturing Mewtwo to death, arguing that it would be counterproductive to Team Rocket's larger goals rather than from any sense of moral objection.

The character's primary motivation in Mewtwo Returns is to carry out Giovanni's mission to capture the powerful, sentient Pokémon Mewtwo and secure Mount Quena as a new base of operations for Team Rocket. Domino is deeply loyal to her role and takes pride in her status, which affords her direct access to the Boss and the authority to command legions of lower-ranking Team Rocket grunts. Her role in the story is that of the secondary antagonist, serving as Giovanni's hands-on lieutenant. She begins her mission undercover, posing as a cheerful assistant to a researcher studying Mount Quena. After gaining the trust of Ash Ketchum and his friends, she reveals her true identity and leads the Team Rocket forces in capturing Mewtwo and the other clone Pokémon living on the mountain. Her key relationships are defined by her proximity to power. She is Giovanni's trusted subordinate and is comfortable enough to argue strategy with him, though she ultimately obeys his commands. In contrast, her relationship with lower-ranked agents, including Jessie and James, is defined by her open disdain and exploitation of their labor.

Domino undergoes a significant, though externally imposed, change by the end of the story. While she shows no internal character growth or change of heart, her fate is sealed when the injured Mewtwo recovers and uses its psychic powers to erase her memory of the entire event at Mount Quena. The final moments of the special show Domino aboard Giovanni's helicopter, completely confused about why they are there and with no recollection of the battle or Mewtwo. She is last seen retreating with Giovanni, having been defeated not by force of arms but by a targeted erasure of her knowledge.

In terms of notable abilities, Domino is a formidable operative who does not rely on Pokémon for combat. She is an exceptionally skilled gymnast and hand-to-hand fighter, demonstrating remarkable agility and balance, such as easily dodging a rolling boulder. Her signature gadget is a multifunctional black tulip, from which she derives her nickname. This artificial flower can be used as an extendable baton, an electrified weapon capable of delivering a powerful shock, and even a small explosive projectile. She used one such tulip to destroy the balloon of Jessie and James as a demonstration of her disdain for them. Her abilities are not limited to physical combat; she is also a skilled infiltrator and actress, able to maintain a false persona for an extended period to achieve her mission objectives.
