Gen Fudō is the enigmatic and supremely powerful founder and true leader of DEAVA, the organization established to defend humanity against the Shadow Angels. He is credited with unearthing the legendary Vector machines, the components that combine to form the god-like mechanical angel Aquarion. After making this discovery, he vanished for a time, only to reappear and assume his role as DEAVA's supreme commander when the war against the Shadow Angels intensified.

His personality is as mysterious as his past. Gen Fudō possesses a profound and almost unnatural understanding of human nature, which he uses not to command directly, but to guide the young Element Users. His primary method of instruction is to help them surpass their own perceived limitations and improve their teamwork, often leading them to epiphanies about themselves and their abilities. He is known for speaking in metaphors and giving advice that is both sound and solidifying at the most critical moments, always seeming to know far more than he reveals. His demeanor is unorthodox and calmly eccentric; he acts as an inspiration by being the only person capable of thinking entirely outside conventional bounds, applying a universal open-mindedness to simple common sense. Despite his odd methods, he deeply cares for those who fight under him, famously stating that any DEAVA soldier who does not care for the well-being of their comrades is unworthy of their title.

In his role, Fudō is the supreme commander of the DEAVA forces, though he often acts more as a sage or a trickster mentor than a traditional military leader. He does not typically pilot the Aquarion himself, but his presence is felt in every battle, as his guidance directly enables the Element Users to discover new techniques and combat abilities. He has also demonstrated a deep, personal connection to the history of the conflict, revealing to Sophia Belin, a key member of DEAVA, the true history of the organization and the ancient Alician Empire. His relationships are complex; he shares a quiet, peaceful, and mutually affectionate rapport with Sophia, with moments showing a connection that hints at memories from a time before the war. His most significant relationship is with the entity Mykage, with whom he is implied to have been playing a long and cosmic game across millennia.

Physically, Gen Fudō is a tall man with brown hair and brown eyes, distinguished by a prominent scar running down the right side of his face. He is most often seen in his trademark DEAVA military uniform, but has also been shown in more relaxed attire, such as a traditional yukata, at his personal cottage. His abilities extend far beyond normal human capability. He has exhibited superhuman speed and fighting prowess, once disarming a soldier and instantly transforming the firearm into three steel arrows to prove a point. While it is speculated by other characters that he may be the reincarnation of the nameless third pilot who fought alongside Apollonius and Celiane 12,000 years ago, he never confirms or denies these theories.
