Dr. Steve Toros, often referred to simply as "Doc" by his team, is a central character in his fictional universe. He serves as the manager, owner, and chief mechanic of the Blitz Team, a group of Zoid pilots that forms the core of the story.

In terms of background, Dr. Toros is a brilliant scientist and inventor, most notably responsible for creating the CAS, or Changing Armor System, an interchangeable armor system designed specifically for the Liger Zero Zoid. He is also the father of two skilled pilots, Leena and Leon Toros, and the former husband of a woman who never appears on screen but whose memory influences several key events. He is approximately 38 years old. His past is deeply intertwined with his childhood friends, Dr. Laon and Oscar Hemeros. A complex love triangle, fueled by a misunderstanding over a love letter, led to Laon marrying the woman Dr. Toros loved and fostering a long-standing, bitter rivalry between the two doctors.

This serious, knowledgeable side surfaces whenever his team members or his children are in genuine danger, discarding his usual goofy demeanor for a focused and calculating one.

Dr. Toros's primary motivation is the success and well-being of his Zoid team. He is dedicated to pushing the limits of Zoid technology, as demonstrated by his work on the Liger Zero's armor systems. While he does not pilot a combat Zoid himself, he operates the team's massive Hover Cargo, a highly advanced mobile command base and transport vehicle that he is incredibly proud of. He frequently boasts about the Hover Cargo's capabilities, especially during his childish arguments with his rival, Dr. Laon, who commands a large Whale King carrier.

His role in the story is multifaceted. He is the tactical and logistical backbone of the Blitz Team, managing battles from the Hover Cargo, handling finances, and maintaining their Zoids. He acts as a mentor figure, particularly to the protagonist Bit Cloud, for whom he develops the specialized armor units. However, he is not a stern authority figure; his interactions are often humorous, such as consistently "forgetting" to pay Bit for his piloting services. He also has a significant subplot involving his son, Leon, who leaves the Blitz Team early on. Dr. Toros's care for his son is evident when they reunite, as he quietly asks Leon to rejoin the team, showing a more sincere and paternal side.

Key relationships define his personal arc. His friendship and rivalry with Dr. Laon is a recurring source of comic conflict and occasional plot tension, rooted in their shared history and the love they both had for the same woman. His relationship with his daughter Leena is warm, and she has clearly inherited many of his eccentric mannerisms and his fiery spirit. Throughout the story, Dr. Toros does not undergo a dramatic personality shift, but his competence and genuine care for his team become increasingly apparent. His development is more about revealing the depth behind his comical exterior. He proves that his impulsive purchases and childish obsessions are balanced by a sharp mind and a fierce loyalty to the people under his care. His notable abilities are almost entirely technical and strategic. He is a genius-level mechanical engineer and inventor, a capable battlefield commander from his post on the Hover Cargo, and an expert on Zoid behavior and history, having been the one to acquire the rare and fickle Liger Zero that becomes his team's ace Zoid.
