Description
Inspector Takao Arizuka is a high-ranking officer within the Tokyo Metropolitan Police Department who holds the rank of Superintendent (Keishisei). In the motion picture, his role as a supervisor and inspector general places him in a position of significant authority over various precincts, including the Bokuto station.

Arizuka possesses a formidable reputation that precedes him. Lower-ranking officers hold a deep-seated fear of him, largely because his unannounced presence during an inspection is often perceived as a sign of impending career-ending repercussions. He is known for carrying a notebook, which likely contributes to his intimidating aura as a meticulous collector of infractions. Because of this fearsome and unforgiving image, he has been given the nickname the king of Hades.

Despite this stern exterior, Arizuka is not an unreasonable or malicious figure. Beneath his tough facade lies a lenient and pragmatic commander who is willing to make personal sacrifices to support his subordinates, provided they ultimately achieve their objectives. In the story of the motion picture, Arizuka demonstrates both his uncompromising authority and his commitment to the truth. During the investigation, he becomes aware that his own knowledge of a crucial matter is inferior to that of the Chief of the Bokuto Precinct traffic division. The issue involves the disappearance of an individual named Tadashi Emoto and a significant document known as the Hachi-Ichi-Go paper. When the Chief refuses to cooperate and provide the necessary details, Arizuka exercises his authority decisively by temporarily stripping the Chief of his rank and command.

Arizuka also displays notable personal abilities that extend beyond administrative skill. He is a highly capable marksman, demonstrating excellent shooting skills with a scoped model gun. In one instance, he was able to hit a box with a single shot. His proficiency is such that after firing, he identified a mechanical flaw, noting that the rifle's aim was biased to one side and instructed the owner to fix it. This ability showcases a sharp, practical eye for detail and technical operation. His motivations throughout the film are rooted in a dedication to proper procedure, the pursuit of justice, and a willingness to make difficult, unilateral decisions to resolve a critical situation.
