Description
Koichi Zenigata, usually addressed as Inspector Zenigata, is an ICPO special police officer and the most persistent pursuer of the master thief Arsène Lupin III. In the anime Lupin III: The Fuma Conspiracy, he is introduced under an unusual circumstance: believing that Lupin has died, he has retired from law enforcement and taken up residence at a Buddhist temple, where he has become a monk and prays that Lupin will lead an honest life in the next world. This decision stems from his deep, singular obsession with capturing Lupin, a goal that has defined his entire career and personal identity.

Zenigata’s personality is a blend of relentless determination, frustration, and unexpected sensitivity. He is deeply committed to his duty and will stop at nothing to bring criminals to justice, but he is also prone to emotional outbursts, especially when Lupin is involved. His devotion to catching Lupin borders on the fanatical, and he takes the thief’s every escape as a personal failure. Despite this, he harbors a grudging respect for Lupin’s cunning and skill, and he is often the only person who can anticipate Lupin’s moves. When he believes Lupin to be dead, his sense of purpose collapses, as shown by his retirement in this film. After resuming his duties, he and his squad of officers pursue Lupin across an island as the thief races against the Fuma Clan to locate an ancient treasure. His attempts to corner Lupin are often thwarted by the thief’s cleverness and the chaos of the treasure hunt, but his presence keeps the pressure on the protagonists. He is also a lawful counterweight to the violent methods of the Fuma ninja, and his obsession with Lupin sometimes puts him at cross‑purposes with the clan.

Zenigata’s key relationship is with Lupin himself. It is a complex bond rooted in years of pursuit and occasional cooperation. In The Fuma Conspiracy, their dynamic is more adversarial than usual because Lupin has stolen an urn that Zenigata’s allies, the family of Murasaki (Lupin’s love interest), are trying to protect. Yet even here, Zenigata’s emotional reaction to Lupin’s presumed death reveals a deeper connection: Lupin’s existence gives his life meaning, and he cannot imagine a world without him. Zenigata’s notable abilities are rooted in his training as a police officer and detective. He is a skilled hand‑to‑hand combatant, proficient in judo and karate, and possesses remarkable endurance that allows him to persevere through physical hardships. His most iconic technique is throwing handcuffs attached to a long rope, enabling him to restrain criminals at a distance. He also regularly uses a Colt M1911 pistol. More importantly, he is a master detective who can deduce Lupin’s plans and often arrives at the scene of a heist before the thief expects him. Though his methods can be blunt—he prefers a direct, head‑on approach—his perseverance and analytical skills make him a constant thorn in Lupin’s side.
