TV Special
Description
Kiyone Makibi is a fictional character who appears in the Tenchi Muyo! spin-off titled the Mihoshi Special. She was originally created by Naoko Hasegawa, a screenwriter for the first Tenchi Muyo! OVA series, and debuted in a light novel before being adapted into the anime due to her popularity with fans. In the context of the Mihoshi Special, she is a First Class detective in the Galaxy Police, a prestigious law enforcement organization. Her background establishes her as an exceptionally talented officer who graduated with the second-highest marks in her class and was once considered the best of the younger generation of the Galaxy Police, praised for her athletic ability, sharp analytical mind, commitment to her work, and responsible nature.
Kiyone's personality is defined by her professionalism, level-headedness, and a deep sense of frustration that stems from being partnered with the notoriously clumsy and dim-witted Mihoshi Kuramitsu. She is often depicted as being bitter and somewhat depressed about the downturn her once-promising career has taken since being paired with Mihoshi, who consistently ruins well-laid plans through her bumbling actions. Kiyone is also shown to be one of the few female characters in the franchise who is not obviously infatuated with the protagonist Tenchi, as she is far too focused on salvaging her career and managing the chaos her partner creates. Despite her constant complaints and resentment towards Mihoshi for ruining her life, Kiyone also holds a small, hidden amount of genuine fondness for her partner, though she would be very reluctant to admit it.
In the narrative of the Mihoshi Special, Kiyone plays the role of the long-suffering straight woman to Mihoshi's chaotic energy. The special is framed as a story being told by Mihoshi about a past mission, in which she casts her friends as the characters. In this recounted tale, Kiyone is assigned to work with Mihoshi, as well as Ayeka and the apprentice detective Sasami, to rescue an investigator named Tenchi and retrieve a powerful substance known as "Ultra Energy Matter" from the space pirate Ryoko. Throughout the mission, Kiyone demonstrates her competence and sharp detective skills. After the team captures Ryoko, it is Kiyone who deduces that the infamous mad scientist Washu is the mastermind behind the crime. However, her professional efforts are consistently thwarted by Mihoshi’s incompetence. The story culminates when Mihoshi's clumsiness directly causes Kiyone to fall into a pit of dangerous energy and disappear. While Mihoshi believes her partner made a heroic sacrifice, the audience learns that Kiyone is actually still alive, stranded alone on the wreckage of Washu's fortress, and her only thought is plotting revenge against her incompetent partner.
Kiyone's most significant and defining relationship is with her partner, Mihoshi. This dynamic is the central conflict of her character. While Kiyone is a by-the-book, skilled detective who desires a successful career, Mihoshi is a well-meaning but utterly disastrous officer whose actions have completely derailed Kiyone's life. Their partnership is a constant source of stress for Kiyone, who blames Mihoshi for her lack of promotions and her generally poor luck. This relationship is put on full display in the Mihoshi Special, where Mihoshi's final blunder leads to Kiyone's apparent demise.
Throughout the story, Kiyone does not undergo significant personal development, as the special is a self-contained comedic tale. Her primary role is to serve as a foil to Mihoshi, highlighting the latter's chaotic nature through her own professionalism and frustration. Her depiction is largely static, focusing on her enduring but exasperated partnership with Mihoshi.
Regarding notable abilities, Kiyone is a highly capable officer in her own right. She is described as an exceptional detective with great sharpshooting skills, particularly with a standard issue Galaxy Police blaster. She is also proficient with various other pieces of standard Galaxy Police equipment. Outside of her police work, she maintains a fondness for karaoke.
