Description
Herm Zoellick is a prominent antagonist in the 2199 narrative, serving as the Imperial Marshal and Inspector General of the Central Army within the Great Garmillas Empire. Approximately 47 years old by Earth standards, he is a figure of immense political and military power, second only to Eternal Leader Abelt Dessler in influence, largely due to his control over a vast faction within the armed forces.

Zoellick is a physically large man with a taste for a lavish lifestyle, often surrounded by servants. His personality is characterized by grand, theatrical boasting and an ostentatious manner of speaking that often seems performative. On the surface, he is a vocal and sycophantic supporter of Leader Dessler, constantly praising him and the empire's glory. However, this public loyalty masks a deeply ambitious and treasonous nature. He is described as a conservative who clings to the old aristocratic society that existed before Dessler's reforms and holds to a doctrine of Garmillas pure-blood supremacy, which makes him disdainful of non-blue-skinned subjects, such as Miezela Celestella. His primary motivation is to assassinate Dessler, seize control of the empire for himself, and restore the privileges of the old nobility that were lost under the current regime.

Zoellick's role in the story is that of a major internal threat to the Garmillan leadership. His plan to take power unfolds in the latter half of the narrative. He orchestrates an assassination attempt on Dessler by having the leader's flagship destroyed in a reactor explosion. Following this, he gathers a massive fleet at the Balun naval review under the guise of a ceremonial inspection, intending to use it to launch a coup against the central government and declare himself the new leader. Ironically, his coup attempts inadvertently expedite Dessler's eventual downfall. The chaotic pursuit of the Earth battleship Yamato during the Balun review leads to significant friendly fire and damage to his own fleet, weakening the empire's defenses.

His key relationships are largely defined by ambition and disdain. He is not well-liked, particularly by officers like Gul Ditz, who are suspicious of his motives. He greatly despises the popular and capable commander Elk Domel, viewing him as a rival. To keep tabs on Domel, Zoellick uses Major General Gremdt Goer, a sycophantic and incompetent officer he has promoted, as a spy within Domel's staff. This relationship is central to his downfall, as Goer ultimately demonstrates his true loyalty lies with Dessler.

Throughout the Balun incident, Zoellick displays notable abilities as a political manipulator, having built a powerful faction and orchestrated a complex conspiracy. However, his military command abilities are shown to be severely lacking, as his poor tactical decisions during the battle lead to catastrophic losses for his own forces. His development concludes at the height of his perceived triumph. Just as he finishes announcing Dessler's death to the assembled fleet, he is confronted by the very much alive Leader. Realizing his treason has been exposed, a panicked Zoellick tries to rally the fleet by claiming his actions were for the love of his country. Seeing the true situation, his own subordinate, Gremdt Goer, shoots him in the back, killing him on the spot.
