Originally an administrator and executive for the United Nations rather than a career military officer, Toudou holds a position of immense political and strategic authority. Born in Kochi Prefecture in Japan on September 25, 2140, he is a longtime friend and confidant of Admiral Juzo Okita, a relationship that bridges the civilian and military branches of Earth's government.
