Heikichi Tōdō serves as the chairman of El Dorado, the organization responsible for overseeing and regulating time travel. In his capacity as the leader of this powerful group, he holds ultimate authority over its operations and the various teams, including Protocol Omega, that are deployed to intervene in the timeline.

Tōdō is portrayed as a demanding and results-oriented leader. He openly expresses disappointment in his subordinates when they fail to meet his expectations.
