Shinji Okihara is a minor antagonist holding the status of God Candidate. He initially belongs to Rika Honjo's survivor group within the skyscraper world but defects to join Juo's faction. Physically, Shinji is a small-statured boy with short black hair appearing parted underneath a helmet he wears.
